The City of Florissant is seeking a highly qualified and experienced professional to serve as Director of Public Works. This executive-level position is responsible for the overall leadership, administration, and strategic direction of the City’s Public Works Department.

Position Summary

The Director of Public Works performs complex supervisory, administrative, organizational, and professional engineering work involving the planning, organizing, directing, and supervision of four major divisions within the Public Works Department:

  • Health Division, Street Division, Building Division, and Engineering Division

The Director actively supervises and administers all major public works projects for the City, provides administrative and technical support to the Mayor, and has full oversight of departmental budgeting and fiscal management. The position also represents the Department and the City in public relations matters and serves as Assistant Director of Emergency Preparedness.

Key Responsibilities

  • Direct and manage all Public Works divisions and personnel
  • Plan, oversee, and administer major public works projects
  • Develop and manage departmental budgets and provide fiscal oversight
  • Advise and support the Mayor on Public Works initiatives
  • Perform public relations functions on behalf of the Department and City
  • Evaluate Public Works needs and develop short- and long-range plans
  • Assist with City emergency preparedness planning and response

Education and Experience

  • Graduation from an accredited four-year college or university with a Bachelor of Science in Civil Engineering required or closely related Engineering field
  • Master’s degree in civil engineering is preferred
  • Minimum of five (5) years of progressively responsible experience in Public Works  management, construction or engineering
  • Seven (7) years of experience preferred
  • Supervisory experience required

Certifications and Licenses

  • Must be a Licensed Professional Engineer registered under the laws of the State of Missouri (per City Charter)
  • Must possess and maintain a valid driver’s license

Building Inspector I: Min $49,553.86– Mid $61,557.59 per year

JOB OVERVIEW: The purpose of this position is to inspect buildings and structures for compliance with applicable codes to protect the health, safety, and welfare of the public. The work is performed under the supervision of the Inspection Manager.

RESPONSIBILITIES:

  • Inspects buildings under construction or remodeling for plumbing, electrical, mechanical, sewage and structural code compliance to protect the health safety and welfare of the public.
  • Issues stop work orders for unauthorized construction.
  • Consults with and provides information to developers, builders and the general public regarding code requirements.
  • Examines building plans and specifications for code compliance.
  • Writes inspection reports and related documents to comply with department policies and reporting requirements. Approves and disapproves inspections. Inputs inspection data on device.
  • Discusses building deficiencies with permit applicants and approves alternative methods if applicable.
  • Investigates building activity complaints.
  • Maintains knowledge of current ICC and NEC codes, applicable ordinances and construction principles. Attends training.
  • Performs damage assessment of building structures after disasters.
  • Maintains vehicle, tools, and equipment.
  • Performs private sewage disposal inspections and related work as needed.
  • Investigates code enforcement complaints as directed.
  • Conduct plan reviews as needed.
  • Performs other duties as assigned.

REQUIREMENTS:

Building Inspector I:

  • Education
    • High school diploma or equivalent, vocational/technical training in building technology, engineering, construction, or related field.
  • Certifications
    • A valid motor vehicle operator’s license required.
    • Must possess or obtain International Code Council certification as a Residential Combination Inspector within one year of official start date.
    • Certification in FEMA IS-100, IS-200, IS-700, IS-800, and IS-2200 required within the first six months of employment (obtained online).
  • Job Experience
    • Four (4) years of experience in construction, inspection, code enforcement or a related field; or any combination of education, training, and experience that provides equivalent knowledge, skills, and abilities.

Building Inspector II:

  • Education
    • High school diploma or equivalent, vocational/technical training in building technology, engineering, construction, or related field.
  • Certifications
    • A valid motor vehicle operator’s license required.
    • International Code Council certification as a Residential Combination Inspector.
    • International Code Council certification as a Commercial Combination Inspector, or equivalent.
    • Certification in FEMA IS-100, IS-200, IS-700, IS-800, and IS-2200 required within the first six months of employment (obtained online).
  • Job Experience
    • Six (6) years building inspection and code enforcement experience; or any combination of education and experience that provides equivalent knowledge, skills, and abilities.

Position Summary
Fire Inspector – Plans Examiner plays a critical role in the Fire Prevention Bureau by performing inspections, enforcing code, reviewing construction plans, and conducting fire investigations. This position works under the general supervision of the Deputy Chief/Fire Marshal and collaborates with community members, developers, and business owners to ensure code compliance and reduce the risk of fire related incidents.


Duties and Responsibilities include but are not limited to:
 Conduct fire and life safety inspections for commercial, industrial, residential, and public occupancies.
 Enforce fire codes, ordinances, and regulations to ensure compliance with local and state fire safety laws.
 Perform construction plan reviews related to fire protection systems and life safety features utilizing digital platforms.
 Assist with fire investigations, including scene examination, origin and cause determination, and reporting.
 Maintain accurate records, reports, and correspondence related to inspections and investigations.
 Efficiently utilize District provided reporting software and hardware including but not limited to the use of iPads, desktops, and plan review software (BlueBeam).
 Provide technical guidance and education to the public and business owners regarding fire prevention practices.
 Participate in continuing education and training to maintain certifications and stay current with fire codes and regulations.
 Operate a District provided Fire Inspector vehicle in the safest and most respectable manner while obeying all traffic laws.


Physical demands
 Possess the ability to lift 50 pounds and occasionally move up to 100 pounds.
 Must be able to climb ladders, navigate stairs, and occasionally stoop, kneel, crouch, or crawl.
 Vision abilities that are required include close vision, distance vision, peripheral vision, and the ability to adjust focus.
 Clear communication is key, and the candidate must be able to speak and hear clearly.
 Must be able to use small hand tools, radios, and carry ladders.

Essential Duties and Responsibilities

• Acts as inspection and code enforcement liaison to other agencies.
• Coordinate inspection functions with other City Departments and agencies.
• Directs preparation or prepares violation information for prosecution. Testify in court as needed.
• Maintain and manage storage of records and construction documents as required by state law.
• Develops Building Division policies and procedures.

Minimum Training and Experience Required
• Vocational or technical training in building codes, building trades, construction management, building inspections or related fields.
• Seven years building inspection, plan review and code enforcement experience.
• Three years supervisory experience preferred.
• ICC Certified Residential and Commercial Plans Examiner and Certified Building Official required.
• Valid driver’s license.
• Any combination of education and experience that provides equivalent knowledge, skills, and abilities.
