Incumbent in this position is responsible for overseeing all building code enforcement activities for the City of St. Louis.

Essential Functions and Responsibilities:

●     Plans and advocates the formulation or modification of agency or major work unit administrative and/or programmatic systems and practices to promote equitable management of human, financial, and other resources within the agency.

●     Facilitates effective work relationships between the agency and other administrative and/or program systems.

●     Directs implementation of administrative and/or program control systems to obtain the necessary administrative and/or program information and financial data required in the decision-making and planning process.

●     Controls and coordinates the direction of administrative and/or program functions over a long range planning period to facilitate attainment of program goals; to ensure adherence to administrative directions, State and federal laws and regulations; and to maximize the interaction and delivery of services.

●     Confers with and advises subordinate agency staff to exchange information on and/or explain administrative and program objectives, policies, procedures, and standards; and to identify the characteristics and impact of work problems and formulate possible solutions.

●     Testifies before various committees and Board of Adjustment and Appeals.

●     Assists in and reviews drafting of all ordinances and the adoption of new codes.

●     Responds to requests from Alderpersons.

●     Serves on/chairs special committees as requested by the Director of Public Safety and Mayor.

Knowledge, Skills, and Abilities:

●     Data Utilization: Requires the ability to perform upper-level data analysis, including the ability to hypothesize, theorize and assimilate, to modify or adapt existing policies/methods to meet unusual conditions within the context of existing theories and management principles.

●     Human Interaction: Requires the ability to direct a major organizational unit requiring significant internal and external interaction with subordinate employees, city officials, state/national officials, media representatives and building professionals.

●     Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, computer terminal, fax machine, photocopier, telephone, and/or materials used in performing essential functions.

●     Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as budget reports, billing invoices, section activity reports, architectural drawings, performance appraisals, management reports, building and zoning codes, ordinances, design standards, statutes, procedures, guidelines and non-routine correspondence.

●     Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.

●     Physical Requirements: Requires the ability to lift, push and pull up to files and papers up to twenty pounds. Requires the ability to stoop in performing normal office activities.

●     Sensory Requirements: Requires the ability to sustain prolonged visual concentration required for computer work, to review plans, documents and other written materials.

Qualifications

A Bachelor’s degree in Architecture, Engineering, Public Administration, or a directly related field, with Certified Building Code Official (CBO) status; OR a Master’s degree in Architecture, Engineering, Public Administration, or a directly related; plus five years of experience managing building code enforcement at a senior management level; OR Registration as a Professional Architect in the State of Missouri; OR Registration as a Professional Engineer in the State of Missouri. OR an equivalent combination of education, training and experience. (Pursuant to 25.103.2.1 of the City’s Revised Codes.)

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned and may vary depending on qualifications and experience. Candidates with less experience are not necessarily expected to perform all of these duties immediately but will gain responsibility with experience.

Code Enforcement and Property Compliance:

  • Investigating property complaints, documenting findings, and implementing corrective actions to resolve violations. Involves issuing violation notices, citations, and conducting follow-ups to ensure compliance with City ordinances.

Residential Inspections and Compliance:

  • Conducts comprehensive inspections of residential construction projects from initiation to completion. Responsibilities include verifying compliance with approved plans and City codes while inspecting aspects of construction, such as structural, grading, stormwater pollution prevention, and other related components.

Plan Review and Permitting:

  • Reviews residential construction and improvement plans to ensure adherence to building codes and zoning ordinances. Additional duties include verifying that land disturbance and floodplain permits meet both City and regulatory requirements.

 Board Meeting Responsibilities:

  • Prepares staff reports, summaries, and denial letters for the Board of Adjustment and other boards as needed. Responsibilities include attending evening Board of Adjustment meetings, presenting findings, and providing technical expertise on matters related to code enforcement and compliance.

Administrative and Technical Support:

  • Maintaining detailed records of inspections, violations, and resolutions. Assists the Building Official by preparing reports, updating documentation, and supporting various departmental processes.

MINIMUM TRAINING & EXPERIENCE:

  • Trade School Certificate or equivalent technical education is preferred.
  • Ideally, candidates will have one (1) year of experience in code enforcement and four (4) years in building inspection/construction. However, equivalent combinations of education and experience that provide the necessary knowledge, skills, and abilities are welcome.
  • Graduation from High School or GED, coupled with at least two (2) years of experience in construction or inspection services. Equivalent combinations of education and experience that bring similar competencies will also be considered.
  • Candidates with higher levels of training and experience will be considered for the corresponding titles and salary ranges.

CERTIFICATIONS:

The following certificates are preferred, but not mandatory unless otherwise noted.  

  • ICC Certification
    • Code Enforcement (Pay Grade 14)
      • Property Maintenance and Housing Inspector-Exam 64 (must obtain within six months)
    • Building Inspector I (Pay Grade 15)
      • Code Enforcement certification requirements plus the following:

SALARY RANGE: $47,993 – $66,560

JOB SUMMARY

This position is responsible for assisting in the application and enforcement of all applicable property maintenance, building, construction and zoning codes and regulations as adopted by the City of Olivette.

This position reports to the Director of Planning and Community Development. This is a full-time, 40 hour per week, position with benefits including vacation, holidays, health, dental, life, long-term disability, pension and tuition assistance programs.

JOB DUTIES

 Code Enforcement – patrols, investigates and responds to structures within the City’s limits to monitor violations of maintenance codes.

 Zoning administration – assists in the review and compliance of all structures with the City’s zoning regulations.

 Permit Review – primarily reviews residential permit applications for construction, right-of-way usage, grading and stormwater management for compliance with all applicable Codes as adopted by the City Of Olivette. Assists the Building Inspector II in the review of non-residential permit applications.

JOB QUALIFICATIONS

• High school diploma or GED equivalent

• MINIMUM of 3-5 years in construction trades or related field.

POSITION SUMMARY 

The City of Manchester is seeking a Code Enforcement Officer/Housing Inspector to investigate housing, residential/commercial building, land use, zoning, businesses, and other property complaints; to enforce municipal, nuisance and property maintenance codes; and perform residential occupancy inspections. This position will also assist with clerical and technical duties relating to permit inquiries and processing, Work will be conducted in the office and in the field. This position reports directly to the Code Enforcement Supervisor.  

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Performs a variety of field and office work in support of code enforcement.
  • Responds to complaints on violations of City codes and ordinances; conducts investigations; interviews complainants and witnesses; inspects residential and commercial properties for code violations.
  • Prepares and provides case documentation and evidence in support of legal actions taken by the City; appears in court as necessary; testifies at hearings and in court proceedings as required (some evening hours are required).
  • Patrols areas of the City to identify and evaluate problem areas and/or ordinance violations; conducts property inspections.
  • Operates computer to enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement.
  • Creates and prepares a variety of written reports, memos, and correspondence related to enforcement activities.
  • Maintains current knowledge of the International Property Maintenance Code and International Building Codes.
  • Inspects properties for zoning compliance.
  • Assists Department in developing code enforcement policies and procedures.
  • Attends meetings as required and serves as a resource to other City departments, divisions, the general public, and outside agencies in the enforcement of codes and ordinances; interprets and explains municipal codes and ordinances to members of the general public, contractors, business owners, and other interested groups in the field, over the counter, and on the telephone.
  • Performs other related duties, as assigned.

 

REQUIRED KNOWLEDGE SKILLS AND ABILITIES

  • Proficient with Microsoft Office including data entry, spread sheets, word processing.
  • Ability to establish effective working relationships with developers, property owners, contractors, engineers, architects, city employees, and the general public and enjoys interacting with people.

ICC certifications are desirable and/or ability to be certified in Property Maintenance within 1 year.

 

WORK ENVIRONMENT

  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices and operating motor vehicles or equipment; work frequently requires exposure to outdoor weather conditions and occasionally requires working in high, precarious places and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).
