Job Opportunity | Code Enforcement Officer | Lake St. Louis MO 

JOB SUMMARY: This position is responsible for enforcing the city’s property maintenance codes.

MAJOR DUTIES:

  • Patrols the city to locate code violations; responds to calls and complaints from citizens, property owners, other agencies and City departments regarding concerns.
  • Explains and interprets codes and ordinances to business and property owners, developers, residents, and civic groups.
  • Issue and post warning notices, notices of violation, stop work notices, and unfit for human habitation notices to the responsible parties along with recommendations for corrective action. Conducts follow-up inspections to ensure corrections were made.
  • Prepares correspondence and reports relating to code enforcement activities.
  • Retains files in compliance with state record retention standards. 
  • Recommends legal action for non-compliance as warranted; gathers evidence necessary to prosecute cases; prepares affidavits.
  • Determines property and vehicle ownership; posts official notices on abandoned and/or derelict property and vehicles.
  • Implements code enforcement procedures in accordance with International Property Maintenance Codes, International Residential Codes, state statutes, and local ordinances.
  • Removes illegal signs within city limits.
  • Conducts erosion control inspections.
  • Confirms property ownership by researching land records, plat maps, property identification numbers, and other sources.
  • As necessary, performs the duties of the Permit Technician in his/her absence. 
  • Creates procedures to increase efficiency of code enforcement processes.  
  • Conducts the bid process for the City contracted mower and maintenance contractor and manages the contract. 
  • Participates in nuisance hearings. 
  • Performs rental occupancy inspections.
  • Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

  • Knowledge of relevant city codes and ordinances, including land use, property maintenance, soil and erosion control, and animal control.
  • Knowledge of relevant state laws and regulations.
  • Knowledge of the geography of the city, including subdivisions, roads, and street names.
  • Skill in maintaining records and files.
  • Skill in collecting and analyzing information. 
  • Skill in reading maps.
  • Skill in interpreting and applying zoning regulations and ordinances.
  • Skill in operating a computer, calculator, electrical tester, and basic tools..
  • Skill in interpersonal relations.
  • Skill in oral and written communication.
