Building Inspector I

SALARY RANGE: $47,993 – $66,560

JOB SUMMARY

This position is responsible for assisting in the application and enforcement of all applicable property maintenance, building, construction and zoning codes and regulations as adopted by the City of Olivette.

This position reports to the Director of Planning and Community Development. This is a full-time, 40 hour per week, position with benefits including vacation, holidays, health, dental, life, long-term disability, pension and tuition assistance programs.

JOB DUTIES

 Code Enforcement – patrols, investigates and responds to structures within the City’s limits to monitor violations of maintenance codes.

 Zoning administration – assists in the review and compliance of all structures with the City’s zoning regulations.

 Permit Review – primarily reviews residential permit applications for construction, right-of-way usage, grading and stormwater management for compliance with all applicable Codes as adopted by the City Of Olivette. Assists the Building Inspector II in the review of non-residential permit applications.

 Inspections – primarily conducts residential inspections, including occupancy, to ensure that all phases of construction, alteration and repair adhere to plans, specifications and compliance with City codes. Assists the Building Inspector II in non-residential inspections.

JOB QUALIFICATIONS

• High school diploma or GED equivalent

AND

• MINIMUM of 3-5 years in construction trades or related field.

• Knowledge of building and construction, including ability to read, understand and interpret construction plans. Must understand common methods of construction.

• Possession of, or ability to obtain, professional certifications through the International Code Council (ICC) as:

  1. Property Maintenance and Housing Inspector (within 6 months of employment)
  2. Residential Plans Examiner or Residential Building Inspector (within 18 months of employment)

• Must have the ability to learn building related codes and ordinances adopted and enforced by the City, including currently adopted Building Codes and Zoning Ordinances. Must also have the ability to Interpret and apply pertinent federal, state and local laws, codes and regulations.

• Must have the ability to organize and process high volumes of work, often with many interruptions and competing deadlines.

• Must have ability to be resourceful and initiative to perform with minimum supervision.

• A valid driver’s license with a satisfactory driving record.

CODE ENFORCEMENT OFFICER/HOUSING INSPECTOR

POSITION SUMMARY 

The City of Manchester is seeking a Code Enforcement Officer/Housing Inspector to investigate housing, residential/commercial building, land use, zoning, businesses, and other property complaints; to enforce municipal, nuisance and property maintenance codes; and perform residential occupancy inspections. This position will also assist with clerical and technical duties relating to permit inquiries and processing, Work will be conducted in the office and in the field. This position reports directly to the Code Enforcement Supervisor.  

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Performs a variety of field and office work in support of code enforcement.
  • Responds to complaints on violations of City codes and ordinances; conducts investigations; interviews complainants and witnesses; inspects residential and commercial properties for code violations.
  • Prepares and provides case documentation and evidence in support of legal actions taken by the City; appears in court as necessary; testifies at hearings and in court proceedings as required (some evening hours are required).
  • Patrols areas of the City to identify and evaluate problem areas and/or ordinance violations; conducts property inspections.
  • Operates computer to enter, process, and acquire data relative to complaints, inspection sites, and effective code enforcement.
  • Creates and prepares a variety of written reports, memos, and correspondence related to enforcement activities.
  • Maintains current knowledge of the International Property Maintenance Code and International Building Codes.
  • Inspects properties for zoning compliance.
  • Assists Department in developing code enforcement policies and procedures.
  • Attends meetings as required and serves as a resource to other City departments, divisions, the general public, and outside agencies in the enforcement of codes and ordinances; interprets and explains municipal codes and ordinances to members of the general public, contractors, business owners, and other interested groups in the field, over the counter, and on the telephone.
  • Performs other related duties, as assigned.

 

REQUIRED KNOWLEDGE SKILLS AND ABILITIES

  • Proficient with Microsoft Office including data entry, spread sheets, word processing.
  • Ability to establish effective working relationships with developers, property owners, contractors, engineers, architects, city employees, and the general public and enjoys interacting with people.  
  • Provide efficient customer service and communicate clearly and objectively both verbally and in writing.
  • General provisions of housing, building, property maintenance codes and other adopted codes.
  • Regulations, laws, and requirements for courtroom testimony and evidence documentation.
  • Principles and best practices regarding case management.
  • Basic terminology used in interpreting the building codes and zoning regulations.

 

MINIMUM REQUIREMENTS – EDUCATION CERTIFICATION AND EXPERIENCE

High school diploma or GED, plus at least two years of experience in Code Enforcement, building construction/inspections, or any equivalent combination of education/experience/training that provides the required knowledge, skills and abilities. ICC certifications are desirable and/or ability to be certified in Property Maintenance within 1 year.

 

WORK ENVIRONMENT

  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices and operating motor vehicles or equipment; work frequently requires exposure to outdoor weather conditions and occasionally requires working in high, precarious places and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).
  • Regularly requires standing, walking and using hands to handle or feel, frequently requires sitting, speaking or hearing, reaching with hands and arms and repetitive motions and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting.

The City of Florissant is seeking a highly qualified and experienced professional to serve as Director of Public Works. This executive-level position is responsible for the overall leadership, administration, and strategic direction of the City’s Public Works Department.

Position Summary

The Director of Public Works performs complex supervisory, administrative, organizational, and professional engineering work involving the planning, organizing, directing, and supervision of four major divisions within the Public Works Department:

  • Health Division, Street Division, Building Division, and Engineering Division

The Director actively supervises and administers all major public works projects for the City, provides administrative and technical support to the Mayor, and has full oversight of departmental budgeting and fiscal management. The position also represents the Department and the City in public relations matters and serves as Assistant Director of Emergency Preparedness.

Key Responsibilities

  • Direct and manage all Public Works divisions and personnel
  • Plan, oversee, and administer major public works projects
  • Develop and manage departmental budgets and provide fiscal oversight
  • Advise and support the Mayor on Public Works initiatives
  • Perform public relations functions on behalf of the Department and City
  • Evaluate Public Works needs and develop short- and long-range plans

Education and Experience

  • Graduation from an accredited four-year college or university with a Bachelor of Science in Civil Engineering required or closely related Engineering field
  • Master’s degree in civil engineering is preferred
  • Minimum of five (5) years of progressively responsible experience in Public Works  management, construction or engineering
  • Seven (7) years of experience preferred
  • Supervisory experience required

Certifications and Licenses

  • Must be a Licensed Professional Engineer registered under the laws of the State of Missouri (per City Charter)
  • Must possess and maintain a valid driver’s license
