Salary Range: $58,567.18 with the ability to grow up to $92,401.50

JOB PURPOSE:

The purpose of this job is to ensure the safety and welfare of communities by creating safe buildings and structures. This position is expected to perform inspections with a high degree of accuracy to ensure work performed meets International Code Council requirements. Reviews plan submissions and explains codes and requirements while maintaining a focus on customer service. Protect the health, safety and welfare of people by creating safe buildings and communities. Work is performed both in the office and in the field and involves considerable contact with the public and other persons engaged in property maintenance and construction codes, with a high level of independence.

ESSENTIAL FUNCTIONS:

Inspects work done during the construction process to ensure the health, safety and welfare of people by creating safe buildings and communities
Addresses concerns of architects, engineers, contractors, residents, and staff
Performs onsite inspections to ensure compliance with City municipal codes, including the property maintenance code, environmental code, occupancy code, other construction codes and related ordinances.
Reviews plans for code compliance before construction starts
Stays abreast of industry standards and regulations by completing continuing education courses and further certifications through ICC or equivalent
Involves the preparation of daily reports and records on findings
Keeps active and up-to-date office files on all work in process
Prepares reports and accumulates data for court hearings and if corrective measures are not taken; testifies in court as required
Performs proactive inspection sweeps of the city, unrelated to a compliant or scheduled inspection, to ensure compliance of regulations or policies set forth by the City
Performs other duties as required and/or assigned.

QUALIFICATIONS:

International Code Council Certification in all disciplines, including, but not limited to, Mechanical, Building, Plumbing and Electrical
A minimum of one year of related experience
Knowledge of industry standards and practices
Knowledge of all aspects of Building, Plumbing, Mechanical, Electrical, Residential and Fire codes
Demonstrated interpersonal skills are essential
Ability to climb on a roof, in attics, up ladders, and on scaffolding in order to perform inspections
Ability to solve problems and maintain composure in high pressure situations
Ability to enforce ordinances and other regulations with firmness and tact while exercising good customer service skills
Ability to become knowledgeable of City-specific environmental health and safety codes, property maintenance codes, fire codes, construction codes, and related laws and ordinances within a reasonable amount of time
Proficiency with computers, including Microsoft Office Suite or comparable software programs and ability to learn others.

The Inspector I is responsible for enforcement of the various municipal construction, development,
nuisance and property maintenance codes adopted by the City, under the administrative direction of
the Lead Property Maintenance Inspector within the Planning & Zoning Department.

This is full time inspection and enforcement position to ensure compliance with City municipal codes,
including the property maintenance code, fire code, environmental code, other construction codes and
related ordinances. Work is performed both in the office and in the field and involves considerable
contact with the public and other persons engaged in property maintenance and construction codes.
Work will also involve the preparation of daily reports and records on findings. Work assignments and
instructions are received orally or in writing from a supervisor or staff members. Employees proceed
with their assignments with a high level of independence except in cases of prolonged or very difficult
enforcement problems for which they may receive assistance from a supervisor or other inspector.

Essential Functions

Maintain and tracks files.
Handle customer service issues including screening calls and visitors, answering and following up on inquiries, requests and concerns from customers.

Immediately alerts supervisor and/or staff member of discrepancies and problems with assignments.
Follows established office procedures to issue department licenses, permits, and receipts.

Checks documentation for grammar, spelling and adherence to departmental and/or City requirements, prior to submitting to the staff member with little or no incidence of errors or inaccuracy in work.

Develops system for electronically updating and retrieving departmental files, policies, reports, publications, etc.

Qualifications:

Graduation from high school, supplemented by college, secretarial/computer course work.
Must type at least 50 words per minute.
Must have demonstrated proficiency with MICROSOFT Office and ability to learn others.

Incumbents in this position are responsible for performing on-site inspections of boilers, air conditioning, refrigeration, ventilation systems and other mechanical HVAC and refrigeration equipment to ensure the installation, repair and alterations comply with applicable codes.

Essential Functions and Responsibilities:

  • Investigates residential and commercial furnaces and air conditioners systems for wiring, motors, and other mechanical parts.

An Associate’s degree or completion of a two year training program in Refrigeration, Air Conditioning and Heating Technology from a recognized trade school or junior college; plus two years of experience installing, repairing and maintaining high pressure boilers and/or refrigeration and air conditioning equipment.

License: Must possess and maintain a valid Missouri driver’s license while employed by the City of St. Louis. Must possess a valid driver‘s license at the time of filing application and be able to present it upon request.
