Starting Salary:             $59,847.93 per year

JOB DESCRIPTION:  The purpose of this position is to manage, oversee and coordinate Building Code Enforcement operations, building inspection, plan review; and provide technical assistance to the public. The work is performed under the direction of the Division Director-Building Code Enforcement.

  • Oversees daily operations and manages administration, plan review and building inspection.
  • Inspects residential, commercial and industrial building projects for code compliance.
  • Investigates complaints regarding property maintenance and code enforcement issues.
  • Performs plan reviews as needed.
  • Inspects demolition sites for code requirements and technical calculation for approval/disapproval.
  • Supervise inspectors. Manages daily scheduling and routing of building inspectors.
  • Researches and advises the public and staff regarding code requirements. Provides technical assistance to the public and staff.
  • Handles difficult and sensitive citizen and property owner complaints.
  • Directs and oversees employee training program. Evaluates employee performance.
  • Communicates with Plan Review Engineers regarding code related matters.
  • Maintains knowledge of applicable codes, statutes and ordinances regarding building safety, code enforcement, licensing, and inspection; budget development and administration principles; and personnel supervision principles.
  • Acts as field supervisor for disaster response activities.
  • Dispatches and supervises emergency response activities (such as building fires) on weekends and afterhours (occasionally includes phone calls during the night).
  • Performs division director duties in the absence of the division director.
  • Works closely with other departments.

REQUIREMENTS: 

  • High school diploma or GED equivalent.
  • Five years building inspection and code enforcement with two years supervisory experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • A valid motor vehicle operator’s license required.
  • Must be certified, or obtain within one year of employment, certification as a Combination Residential Inspector, Building Plans Examiner, and Building Official from the International Code Council (ICC).
  • FEMA certifications IS-100.c, IS-200.b, IS – 700.b, IS – 775, and IS-800.c are required to be obtained the first 6 months of employment. 
  • Employment will be contingent on successfully passing a full criminal background check.

The discussion will include professional appearances, communications and customer service. Legal aspects of the code enforcement will be discussed as well as ethics in government. Class discussions and case studies will be reviewed to support the skills learned in this session.

A moderately-paced course that provides an in-depth view of the IRC, chapters 1 – 10 & 44 dealing with many facets and issues.   Catch major and minor code items that will help improve the plan review to field inspections processes.   Administration rules, definitions, fire and life safety aspects, soil conditions & excavation, footing size and strength, placement of concrete, slab-on-grade, reinforcing steel, anchorage, retaining walls, light conventional wood-frame construction, load paths, notching and boring, girders and headers, connections and brace walls,  and roofing provisions of rafters and roof truss will be covered.  This course is applicable to all aspects of the design/construction/regulatory community, including contractors and design professionals.

This full-day class is designed for residential inspectors that are moving into the area of commercial inspections. The class will briefly discuss the preparation and tools needed to conduct an inspection and the interaction between the inspector and contractor. The majority of the class will focus on the technique and technical aspects of commercial building inspections. Subjects discussed in the class will include foundations, wood framing, light-gauge steel framing, fire-resistive rated construction, means of egress and accessibility.

The class will provide students with formats, process, and understanding of how to conduct a commercial plan review.

Russell Thornburg

With over 31 years of experience, Russell Thornburg brings to the classroom first-hand knowledge of many aspects of the building industry from the basics of home ownership, to general contracting, to field inspection and plans examiner.  For more than twenty years, he was self-employed as a licensed general contractor and has over 17 years of experience working for municipalities in the state of Minnesota and Kansas.  During this time, he began teaching Building Inspection Technology programs for Minnesota State Colleges and Universities, as well as Continuing Education Seminars from around the country and ICC chapters.  After a short stint serving as Program Manager for Johnson County Contractor Licensing of KS he has returned to Texas and now writes and develops code seminars and presents these programs for various organizations, including municipalities, institutes, ICC chapters, Home Builders Associations, and industries throughout the United States.

STEPHEN L. THOMAS, CBO President, Colorado Code Consulting, LLC

Mr. Thomas has nearly forty years of experience in working with building codes including plan reviews, inspections, and administration.  His firm provides building code consulting services for governmental agencies and architectural firms, as well as educational seminars on building codes.  Starting a building code-consulting firm in 1999, he has served as the contract Building Official for several local jurisdictions in Colorado.  Mr. Thomas has also served on several ICBO and ICC committees including the ICC Means of Egress Code Development Committee. He currently serves on the ICC Codes & Standards Committee. He is also the author of the book, Building Code Basics, based on the 2009 & 2012 IBC, and Building Code Essentials based on the 2015 and 2018 IBC, all available from ICC. Position Overview

The City of Arnold is accepting applications for the position of Code Compliance Inspector. This position ensures properties and structures within the City meet code requirements through site inspections, investigations, and enforcement activities. This is a full-time, non-union, non-exempt building inspector position that reports to the Chief Building Official.

Job Functions

Primary duties and responsibilities include, but are not limited to: investigating violations of and pursuing compliance with the various sections of the City’s Municipal Code as they pertain to property maintenance; building; occupancy, licensing, land use, zoning, signage, and nuisance abatement; issuing violation notices and appearing in municipal court on behalf of the City; maintaining accurate documentation and case files; performing limited plan review and inspection of buildings at various stages of construction; providing assistance to the public by interpreting and explaining regulations and codes; resolving complaints; and assisting in the administration of various permits.

Qualifications

The successful applicant must have, at minimum, an Associate’s degree or equivalent (trade school) with training in property maintenance and inspection or law enforcement and two years’ experience as a code compliance or building inspector; or four years journey-level experience in general construction, home inspection, fire service, or related fields with a strong understanding of applicable codes; or any combination of education and experience that provides equivalent knowledge, skills, and abilities. ICC Property Maintenance certification is required within six (6) months of hire. Residential or Commercial Inspector certification is required within one (1) year of hire. Additional certifications are expected to be pursued. Considerable initiative, independent judgement, and professional communication skills are necessary for this position. Must possess a valid driver’s license, strong customer service skills, and computer proficiency.

Physical Demands & Working Environment

Primary work includes walking on all types of physical terrain in all kinds of weather conditions, accessing the inside of buildings, including basements/crawl spaces, roofs, etc. May face exposure to poisonous weeds, dangerous animals, infectious agents, loud noise, sharp or falling objects, and hostile persons while performing job responsibilities. Must be able to lift weight normally not exceeding 30 lbs.

Compensation & Benefits

The hourly wage for this full-time, non-exempt position begins at $20.04, depending on qualifications and experience. The City of Arnold offers a comprehensive benefits package, which includes health, dental, vision and prescription, 100% funded by the City for single coverage. Pension is with the Missouri Local Government Employees Retirement System (MO LAGERS).
