FIRE INSPECTOR – PLAN REVIEW
The Monarch Fire Protection District covers a geographic area of almost 63 square miles and services
more than 60,000 people who live in all or part of Ballwin, Chesterfield, Clarkson Valley, Creve Coeur,
Maryland Heights, Wildwood and unincorporated St. Louis County. The area is made up of residential,
commercial and industrial properties to include Chesterfield Airport, Chesterfield Valley Shopping

The District operates 5 Engine Houses, a Maintenance Center, an Administration Facility and two
Training Facilities, and has a staff made up of more than 120 Firefighter/Paramedics, Fire Inspection
Specialists, Officers and Administrative Personnel. Monarch supports the St. Louis Regional Heavy
Rescue Task Force, a local Haz-Mat Team, the Urban Search and Rescue Team, and the Homeland

The Monarch Fire Protection District is currently seeking qualified candidates to fill an upcoming Fire
Inspector position for the District that will focus on plan review. The position is responsible for
inspecting and reviewing buildings and equipment, and reviews plans and technical submittals to detect
fire hazards and enforce local ordinances and state laws.
Responsibilities include but are not limited to:
• Conducts comprehensive, technical inspections of buildings and property to verify that exits, fire
protection equipment and systems, building construction, interior finishes and decorations, and
occupant load conform with applicable fire and safety laws, regulations, and standards.
• Conducts comprehensive inspections of businesses that handle, process, transport, or store
hazardous materials to ensure compliance with applicable fire and safety laws, regulations, and
standards.
• Explains and interprets provisions of fire codes to building owners, managers, and employers.
• Discusses conditions and recommends safe methods of storing flammables or other hazardous
materials.
• Informs owner or manager of conditions requiring correction, such as faulty wiring.
• Issues permits to attest to safe operating conditions.
• Prepares report of violations or unsafe conditions.
• Issues summons for fire hazards not corrected on subsequent inspection and enforces code when
owner refuses to cooperate.
• Checks engineering and construction plans of commercial, industrial, and other designated
structures to evaluate layout, construction, and inclusion of required fire protection systems and
equipment.
• Checks plans, construction, and use of underground storage tanks for compliance with fire and
safety standards.
• Conducts inspections and acceptance tests for fire protection equipment, automatic fire sprinkler
systems, fire alarm systems, and similar devices.
• Provides technical advice to contractors, architects, engineers, and developers on sprinkler
systems, storage systems, hazardous materials, and related fire code issues.
• Reviews and approves plans, issues permits, and conducts inspections of special events such as
exhibits, fairs, conventions, concerts, and carnivals.
• Keeps file of inspection records and prepares reports of activities.
• Collects fees for permits and licenses.
• Responsible for the safe operation of a district vehicle.
• Provides support to Inspector – Commercial and Inspector – Annual Inspections & Mapping
position.
• Serves as mentor in the Fire Inspector – Plan Review Mentoring Program.

Position Title: Building/Combination Inspector

Position Summary: The principal functions of the Building/Combination Inspector position is to perform inspections of construction projects to ensure compliance with the ICC codes, laws, and the City of Ladue regulations.  This work is performed under the supervision and direction of the Building Official, but considerable leeway is granted for the exercise of independent judgment and initiative.  The nature of work performed requires an employee in this position to establish and maintain effective working relationships with the Building Official, Building Department Coordinator, Code Compliance Officer, Fire Marshal, other City of Ladue Personnel, area businesses, homeowners, contractors, architects, engineers, developers, other related engineers, and the public.

Supervisory Responsibility: The Building/Combination Inspector does not supervise other employees. 

Department Personnel Summary: The Building/Combination Inspector works closely with the Code Compliance Inspector, Building Official, and Fire Marshall.  This position also works regularly with the Department’s Administrative Support staff and the City Planner.   

Reports To: Building Official (direct supervisor) and Director of Public Works (department head)

Duties and responsibilities include, but are not limited to:

Conducts inspections of new and existing construction projects for compliance with all commercial, industrial, and residential building, plumbing, and mechanical codes as adopted by the City of Ladue and FEMA flood requirements, and ensures construction is in accordance with approved plans.

Documents and maintains complete and accurate records of all inspections and any regulatory actions taken.

Interprets code requirements/regulations and explains permit/compliance conditions to developers, engineers, architects, property owners, the public, and other interested parties as required.

Assure proper and safe installations of routine and complex building systems.

Coordinate inspection activities with other City departments and public agencies.

Assists in conducting investigations of zoning, land use and construction code enforcement and abatement issues.

Investigates complaints of any unauthorized or non-compliant construction and issues stop work orders as necessary.

Assists in office as needed answering phones, assisting the public, minor plan review, and other duties as required. 

Assist the Building Official & Public Works Director as needed and directed on other duties or special projects.

Perform plan review for small scale residential projects, particularly in the absence of the Building Official.

Perform related duties as assigned.

Required Education, Training and Experience

High school education or equivalent required.  Associate degree in building Inspection Services or other related degree desired but not required. 

Minimum of 5 years of experience as a Building Inspector desired.

  • ICC certification as Residential Building Inspector
  • ICC certification as a Commercial Building Inspector within first 6 months of employment
  • Additional ICC certifications in mechanical, plumbing, and plan review desired.

Experience with Microsoft Office including data entry and word processing.

The ability to perform plan review is desired. 

Certification from NSC as a Stormwater Inspector is desired.

Desirable Knowledge and Skills:

Accepted safety standards and methods of building construction.

Building related codes and ordinances enforceable by the City including the International Building, Mechanical, and Plumbing Codes, and the municipal zoning and sign ordinances.  Knowledge of Fire Safety Codes is helpful.

Principles and techniques of building inspection work.

Complex building, fire, plumbing, mechanical and property maintenance code enforcement.

Ability to apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations, and standard construction practices.

Read and interpret building plans, specifications and building codes and determine that construction systems conform to City Code requirements.

Advise on standard construction methods and requirements.

Make arithmetical computations rapidly and accurately.

Enforce necessary regulations with firmness and tact.

Communicate clearly and concisely, both orally and in writing.

Work independently without supervision.

Physical Demands:

Maintain the following physical abilities:  see well enough to read, write, and make observations, view computer screen, read gauges and other instrumentation as well as operate a motor vehicle; hear well enough to converse on the radio, telephone, and in person; use hands and fingers well enough to use a computer keyboard, write, file and answer telephones; body mobility to walk on uneven surfaces or sloped surfaces such as construction sites and roofs, bend, stand, climb on scaffolding and ladders, and be able to tolerate extreme fluctuations in temperatures while performing inspections or other duties.

Pay Range: Salary range: $64,504 – $90,306 with starting salary negotiable.

Chief Building Official
The City of Collinsville is currently recruiting a full-time Chief Building Official in the Community
Development Department. The Chief Building Official (CBO) is under the supervision of the
Community Development Director. This position is responsible for the coordination/direction of
the application and enforcement of the prescribed building, property maintenance, and municipal
codes throughout the City.
Job Responsibilities
The duties for this position include, but are not limited to:
• Actively participate and provide feedback regarding development review.
• Ensure compliance with and enforces City and State building codes, laws, and other

• Directs and participates in the management of a comprehensive commercial and
residential occupancy inspection program.
• Oversees the monitoring of zoning and building code compliance on construction projects.

revenue, and expenditure information.
• Oversees the City’s Administrative Adjudication process, including the constant evaluation
of offices policies and procedures to ensure an effective adjudication process with
thorough record keeping.
• Recommends building and property maintenance code changes, as necessary.
• Represents the City in plan review, permitting, and code enforcement matters to provide
final interpretation of City building code, Municipal Code, Land use Code, and other
ordinances.
• Prepares and defends division budget recommendations; manages approved division
budgets.
• Serves as a Staff Liaison to the Building Code Review Commission.
Minimum Qualifications
Bachelor’s degree in engineering, architecture, construction management or public administration
required. At least five years of increasingly responsible experience in building code, municipal
and land use code administration, including two years at a supervisory level is required. An
equivalent combination of education, training, and experience that provides the required
knowledge, skills, and abilities may be considered.
Requires successful completion of ICC Building Official certification within one year of
employment. ICC Commercial Plans Examiner certification preferred.
