BUILDING INSPECTOR II  

SALARY RANGE:  $55,000 – 75,000

JOB SUMMARY:  This position supervises the Building Division staff and also reviews plans, recommends policies and procedures, oversees the review and issuance of permits and tracks complaints and violations related to property maintenance.   The Building Inspector II position reports to the Director of  Planning and Community Development.  This is a full-time, 40 hour per week, position with benefits including vacation, holidays, health, dental, life, long-term disability, pension and tuition assistance programs. 

EDUCATION AND EXPERIENCE: 

  • Associates degree in building construction technology, engineering, or related field preferred.
  • Must be knowledgeable in Plan Review and International Codes.
  • Minimum of five (5) years’ experience, with at least three years preferred in municipal plan review, field work, inspections and project management.
  •  ICC Certifications as Commercial Building Inspector and Plan Examiner or obtain within 6 months of employment.
  • A valid driver’s license with a satisfactory driving record.

PHYSICAL REQUIREMENTS/GENERAL WORKING CONDITIONS:

Must be able to access all locations/areas throughout the City, must be able to climb and walk on all types of terrain in variable weather conditions.  Must be able to lift up to 30 lbs. and carry up to 20 lbs.

Building Official

An excellent opportunity to work for one of St. Louis County’s premier communities and join a dedicated Public Works Staff, the City of Town & Country, Missouri is seeking an individual to serve as Building Official to administer and enforce the Building Codes of the City by performing plan reviews and conducting field inspections. 

JOB DUTIES:

1.      Review residential and commercial plans for compliance with building codes and coordinates code compliance with appropriate staff for the issuance of residential and commercial mechanical, pool, fence, demolition and sprinkler permits.

2.      Conduct and oversee the inspection of permits and construction work to assure compliance with approved plans and issue violation or stop work notices when necessary.

3.      Explain, interpret and provide guidance regarding all applicable codes, policies, and procedures to interested parties including but not limited to residents, contractors, developers, architects, engineers, staff, elected officials, etc.

4.      Enforce City ordinances, rules and regulations pertaining to building, zoning and property maintenance of residential and commercial properties by investigating complaints of violations and taking appropriate enforcement action.  Prepares correspondence and issues notices for corrections of deficiencies and coordinates with Municipal Court and City Prosecutor for non-compliance.

5.      Maintain appropriate certifications through education and testing; attend education seminars and conferences related to building codes, new materials and methods of construction.

6.      Maintain all files and records related to performance of duties.

7.      Attend meetings of City boards and commissions as required or directed.

8.      Coordinate with City Planner on building code related issues, compliance with architectural review of new construction and planning and zoning issues as requested.

9.      Assist Public Works Director and Project Manager in coordinating and managing City projects as requested.

10.    Proficiency with Microsoft Office Suite products to perform necessary job functions.

11.    Erect and maintain public notice signage as necessary.

12.    Participate in snow removal operations as directed.

13.    Other duties as assigned.

9.      Ability to work safely without presenting a direct threat to self or others.

10.    Must maintain a valid, current driver’s license and be physically capable to safely operate City vehicles.

WORK ENVIRONMENT:

1.      Partially in an office environment with controlled temperature conditions and a comfortable environment.

2.      Partially in the field with occasional exposure to loud noise levels, temperature fluctuations and inclement weather conditions.

3.      Work near moving construction equipment on construction sites with possible confining work spaces.

4.      Employee may interact with upset members of the public and/or private representatives and contractors in interpreting and enforcing applicable codes and departmental policies and procedures.

High School diploma or GED is required; some college or vocational/technical training preferred.  Minimum of three (3) years experience in building inspection, construction plan review and code enforcement is required.   ICC Certifications:  Residential Building Inspector required; Commercial Building Inspector preferred or the ability to achieve in 12 to 18 months.  Starting salary range is $62,000 to $68,000 depending on education, experience and current certifications.

Job Description Summary

Review construction plans for compliance with federal, state, and local codes, regulations and ordinances. Administer the City’s permitting process by reviewing applications and answering customer inquiries. Perform residential and commercial building inspections.

Supervisor:  Works under the general guidance of the City Administrator.

Essential Job Functions

  • Review submitted construction plans for compliance with all relevant codes, regulations and ordinances.
  • Draft letters to construction professionals relaying comments and concerns on reviewed construction plans.
  • Review construction permit applications to ensure completeness and compliance.
  • Consult with engineers, architects, developers and contractors to review plans for potential compliance issues and design flaws.
  • Review zoning applications for residential, industrial and commercial properties.
  • Perform a variety of building inspection tasks, including, but not limited to: Setbacks, Silt Fence, Sewer Tap/Backflow, Driveway, Sidewalk, Yards, Electrical, Mechanical and Plumbing.

Ancillary Job Functions

  • Maintain appropriate records for plan reviews and permit applications; prepare reports for relevant review boards and commissions as necessary.
  • Serve as a customer service representative for the division by answering inquiries concerning permitting, zoning, and plan compliance with codes, regulations and ordinances.
  • Perform administrative work for the division as required.
  • Assisting other City departments with engineering/construction related concerns.
  • Act as liaison to the City’s Planning & Zoning Commission.
  • Attend Planning & Zoning Commission meetings.
  • Attend Board of Aldermen meetings as needed.
  • Perform other related duties as assigned.

Education and Experience – An equivalent combination of education, training and experience will be considered

  • Bachelor’s degree in Architecture, Civil Engineer, Construction Management or related field required.
  • Minimum three years of experience in construction plan reviewing/building inspection or in a relevant construction field.
  • Minimum 2 ICC Certifications or ability to obtain within 1 year

OR

  • An equivalent combination of education and experience necessary to perform the essential job functions is acceptable.

  • Thorough knowledge of construction and land use methods, materials, techniques and planning.
  • Must be able to read and understand a variety of construction plans and blueprints.
