Position Summary – Building COMMISSIONER

The Building Commissioner is responsible for administering and enforcing building, floodplain, and related codes while overseeing permitting, inspections, and plan review processes. This role provides technical guidance, ensures compliance with regulations, and supports updates to codes and ordinances. The position also supervises staff, manages departmental operations and budgeting, and coordinates with leadership, stakeholders, and the public to promote safe and efficient development within the City of Arnold. Salary $92,987 to $121,185 annually DOQ

SUPERVISION EXERCISED

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws.

Responsibilities include supervising direct reports through coaching, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.

SUPERVISION RECEIVED

Works under the general supervision of the Community Development Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES
• Lead the Building Division that inspects sites and enforces the City’s adopted codes
• Provide technical guidance on building codes; present to leadership, boards, and the public.
• Oversee permitting processes, including applications, fees, issuance, inspections, and occupancy approvals.
• Conduct plan reviews, inspections, and enforcement actions to ensure compliance with applicable codes and regulations.
• Administer and enforce building, plumbing, electrical, and related local codes.
• Manage adoption and updates of codes and ordinances in coordination with governing bodies and stakeholders.
• Issue permits, correction notices, stop-work orders, and initiate legal actions as needed.
• Communicate policies and procedures to staff and the public.
• Manage budget, monitor revenues/expenditures, and ensure efficient use of resources.
• Supervise staff, assign work, and ensure compliance with policies and standards.
• Prepare reports and provide recommendations for decision-making.
• Advise architects, engineers, contractors, and the public on code compliance.
• Monitor industry trends and recommend updates to codes and regulations.
• Resolve complex customer service issues and maintain related records.
• Maintain required certifications and perform other duties as assigned.

PERIPHERAL DUTIES
• Perform general departmental management functions.
• Serve as ex-officio member and secretary to boards, maintaining records and supporting meetings.

MINIMUM QUALIFICATIONS
Certified Building Official certification. Background in construction, building technology, or related fields required.

PREFERRED QUALIFICATIONS
Minimum 5 years of progressively responsible experience and Plan Examiner and Inspector certifications.
Certified Floodplain Manager certification.

Pension is with the Missouri Local Government Employees Retirement System (MO LAGERS L6).
