The City of Clayton has an immediate opening for a full-time Building Inspector I. The purpose of this position is to perform on-site field inspections of all aspects of residential projects or properties to verify compliance with the approved construction documents, adopted codes, and ordinances of the City. This position is also responsible for associated administrative functions as it related to documentation of inspections.

Minimum Qualifications: High School Diploma or Equivalent. Must have previous experience in the construction industry or trades with a minimum of one (1) year experience as Code Enforcement Inspector or Building Inspector. Currently hold or have the ability to obtain the following International Code Council Certifications within six (6) months of hire: Property Maintenance and Housing Inspector, Residential Building Inspector, Residential Energy Inspector, Residential Plumbing Inspector, and Residential Mechanical Inspector. Valid driver’s license required. Basic computer competency with Windows and a variety of software programs to perform calculations, enter data, and produce documents required.

The City of Clayton offers a competitive salary range. The starting salary for a Building Inspector I is $50,690 – $58,293 depending on qualifications. 2015 International Fire Code Essentials | Sprinkler Fitters Union Local 268 | November 29, 2017

This seminar will introduce the application of the International
Fire Code (IFC) administrative requirements, occupancy classification,
general precautions against fire, emergency planning
and preparedness, fire service features, interior finish,
decorative materials and furnishings, fire protection systems,
means of egress, and provide an introduction to hazardous materials.
Activities and discussions will further enhance participant
learning.

 

Learning objectives:

  1. Identify how the IFC addresses hazardous materials.
  2. Explain the fundamental provisions of the IFC.
  3. Describe the intent and scope of the IFC.
  4. Identify common fire hazards and understand how the IFC addresses correction, or elimination, of the hazards.
  5. Identify how life safety and fire protection issues are addressed in
    building design and construction.

Instructor: John Swanson

John has worked in the fire prevention industry at both the state and local
level for nearly 15 years. He is currently employed with the Minnesota
State Fire Marshal Division as a School Inspector/Plans Examiner,
where he is responsible for reviewing fire alarm system drawings
for most of the public schools in the state of Minnesota. He currently
represents the MN State Fire Marshal on several state and national
code development committees; including NFPA 72, NFPA 10, the Minnesota
State Fire Chiefs Code Committee, the Minnesota State Fire Marshal
Division fire code variance review panel, and the Minnesota Construction
Codes and Licensing Division Accessibility Review
Board. John also serves as a contract instructor for the International
Code Council and the National Fire Academy.

DESCRIPTION

Course Objectives…

Perform a building plan review.

Perform a review of the fire protection systems.

Perform a review of the means of egress.

Comply with the applicable standards of 2015 IBC regarding nonstructural plan reviews.

Perform a review of fire-resistance rated construction and interior finishes.

 

Participants will be better able to understand and apply the requirements of the 2015 International Building Code (IBC) when performing a nonstructural plan review. When you complete this seminar, you will be able to determine whether a given set of building plans complies with the outlined requirements of the 2015 IBC. The topics covered in this course are not all inclusive. Selected topics that mirror the plan review record are included and additional topics applicable to most construction projects are covered. Prior to performing any part of a nonstructural plan review, the plan reviewer should read all provisions of the required chapters and determine the applicability of the provisions on a project-by-project basis.

Bill has a broad base of experience as facilities manager, general contractor, inspector, housing
rehabilitation specialist, plan reviewer, building official, author, and code instructor. In addition
to his regular duties which involve the day-to-day application of the building and fire codes, Bill
has had the privilege of working on ICC energy code training in the 2003, 2006, 2009, and 2012
as curriculum developer, subject matter expert, technical reviewer, and instructor. As an
instructor, Bill has had the opportunity to teach both in the United States and internationally on a
wide variety of topics that include Energy/Sustainability, IRC/IBC Updates, Property
Maintenance, Mixed Use, Special Use and Occupancy, Inspection of Fire Resistance Rated
Assemblies and Disaster Response. Bill is the author of the IECC portion of Significant Changes
to the International Energy Conservation Code and ANSI/ASHRAE/IES Standard 90.1, 2012
Edition.

In addition, Bill is a past president- and current board member- of Suburban Building Officials
Conference (SBOC)-his local ICC chapter, a B.P.I. certified building analyst, and state of
California certified Safety Assessor. Bill currently serves on two U.L. Standards Technical
Panels, and as a Building Codes Advisory Commissioner for Oak Park, IL.
Bill has also served as a FEMA habitability inspector/field supervisor, a resource consultant on
environmental issues and participated in the development and implementation of community
emergency/disaster plans.
