Under general supervision, performs residential and commercial building and related improvement plan review, issues applicable permits and performs site inspections for new and existing residential and commercial buildings and related improvements to ensure compliance with applicable codes, ordinances and national standards.
GENERAL STATEMENT OF DUTIES:
This position occasionally requires decisions for which there are no clearly defined or established policies or procedures; the handling of confidential or sensitive information; regularly requires the recognition of a problem and the development, recommendation, and/or implementation of a reasonable solution. Also, regular periods of mental effort and occasional periods of physical effort are required.
This position regularly makes recommendations and communicates with consultants, contractors, developers, local and state agencies, and the general public regarding residential and commercial building related projects.
Reviews plans and specifications for residential and commercial building and related improvements to confirm compliance with applicable codes, ordinances and national standards; including but not limited to applicable structural, electrical, mechanical, plumbing, and general building code.
Assists with review of applicable permits for residential and commercial building and related improvements.
Inspects and enforces adopted regulatory codes and ordinances pertaining to new and existing buildings, structural, mechanical, electrical, and plumbing installations, and condemnation and demolition of buildings and structures.
Assists with supervision of building department staff in the absence of the Building Commissioner.
Provides technical assistance to, and regularly communicates with, consultants, contractors, developers, local and state agencies, and the general public regarding residential and commercial building related projects.
Performs administrative compliance and enforcement duties related to implementation of a water service backflow prevention program.
Conducts surveys, prepares reports and issues written orders for corrective action as assigned.
Investigates complaints relative to ordinance and code violations and pursues appropriate enforcement action.
Recommends prosecution of code violators and gives court testimony for the City pertaining to code issues.
May be required to participate in emergency City operations as assigned.
Performs all work in compliance with established City safety standards.
Performs other work as assigned.

Ability to establish and maintain an effective working relationship with the general public, builders, contractors, developers and City employees on a constant basis and with City officials on an occasional basis.

Ability to perform effectively while exposed to the elements and with limited privacy.
Ability to safely and effectively operate assigned vehicles and equipment.
Must be a U.S. citizen or lawfully authorized alien worker.
High School graduate or GED certificate and minimum five (5) years’ experience performing residential and commercial plan review for structural, mechanical electrical, plumbing and general building code compliance utilizing applicable local, state or national standards.
International Code Council Residential Plans Examiner Certification (R3), or obtain within six (6) months of employment.
International Code Council Building Plans Examiner Certification (B3), or obtain within one (1) year of employment.
Must have a Motor Vehicle Operator’s license valid in the state of Missouri.
Ability to frequently lift and/or move up to 50 lbs. and occasionally lift and/or move more than 75 lbs.
Associate’s Degree in a field applicable to building construction or building design.
Current International Code Council Certifications for Mechanical (M3), Electrical (E3) and Plumbing (P3) Plans Examiner.
Certified Backflow Prevention Assembly Tester.
Considerable ability to examine plans and specifications for building and related construction, including structural, mechanical, electrical and plumbing systems.
Considerable knowledge of construction and maintenance methods, materials and equipment employed in public works, structural, mechanical, electrical and plumbing.
EQUIPMENT/VEHICLES (Including but not limited to the following):
Automobile, two-way radio; computer workstation; automated phone system and other modern business office equipment; small hand tools; spirit level; plumb bob; electrical testing equipment; lead testing kit; amp probes; voltmeters; ladders; print reproduction machine.

REPORTS TO: Building Commissioner
