PLAN REVIEW ENGINEER I, II, OR III
BUILDING & CODE ENFORCEMENT
COMMUNITY DEVELOPMENT DEPARTMENT

The salary ranges for each level:

Plan Review Engineer I – Min $49,710.53 – Mid $61,752.21 per year
Plan Review Engineer II – Min $57,446.73 – Mid $71,362.40 per year
Plan Review Engineer III – Min $66,386.88 – Mid $82,468.18 per year

JOB DESCRIPTION: The purpose of this position is to direct and perform plan review for code compliance, commercial occupancy inspections, one-stop meetings, estimate projects costs, establish permit fees, approves projects for permit issuance, and monitors blasting. The work is performed under the direction of the Division Director of Building and Code Enforcement.

• Reviews construction plans for residential and commercial building projects to determine compliance with ICC, NEC, FEMA and other applicable codes and state statutes.

• Assists Division Director, Inspection Manager, and Inspectors as needed regarding plan review matters.

• Calculates construction area to estimate project cost and establish permit fees.

• Consults with architects, builders, and developers regarding residential and non-residential plan review processes and offers appropriate plan changes to meet code requirements.

• Conducts preliminary residential and non-residential plan review meetings with developers, architects, and engineers.

• Provides information regarding code requirements for other County departments and the general public. Notifies permit applicants regarding needed changes for code compliance.

• Analyzes project scope and establishes building inspections required for project.

• Establishes division review guidelines. Ensures compliance with guidelines.

• Assists the public in acquiring building permits.

• Participates in on-going training as needed. Attends training seminars.

• Maintains current knowledge of construction standards, applicable codes, plan review process, and building permitting process using both paper and electronic plans.

• Conducts commercial occupancy inspections.

• Conducts inspections as required by the fire code.

• Answers building code questions by telephone, email, computer software, and in person.

• Inputs plan review information into computer system using Citizenserve software.

• Assists the Building Official in the field as needed and/or requested.

• Oversees blasting monitoring process for quarries and reports findings.

• Participates in division budget review and planning.

• Assists and prepares reports for other county departments.

• Maintains vehicles, tools, and equipment.

• Investigates code complaints as directed.

• Assists office personnel in the interpretation of ordinances and code requirements.

• Performs Building Damage Assessments as required by Emergency Support Function 17 (ESF-17).

• Performs general office duties such as email, data entry, scanning, and answering phones.

• Electronically reviews plans and specifications using Bluebeam for approval of building permits.

• Employment is contingent on successfully passing a full criminal background check.


*Some of these duties may not be required of a Plan Review Engineer I or II. *

REQUIREMENTS:

Plan Review Engineer I:

Education
o Bachelor’s degree in engineering, architecture, building technology or related field, or a comparable level of work experience in a related field.

Certifications
o A valid motor vehicle operator’s license required.
o Certification from the International Code Council (ICC) as a Residential Plans Examiner required within the first year of employment.
o Certification in FEMA IS – 100, IS – 200, IS – 700, IS – 800, and IS-2200 required within the first six months of employment (obtained online).

Job Experience
o Some relevant work experience preferred.

Knowledge, skills and abilities
o Proficiency in plan review software with training in performing residential plan review preferred.
o Proficient in Microsoft Office, including Word and Excel.
o Knowledge of Microsoft Teams
o Ability to utilize technology tools to accomplish work tasks.
o Employment is contingent on successfully passing a full criminal background check.

Plan Review Engineer II:

Education
o Bachelor’s degree in engineering, architecture, building technology or related field, or a comparable level of experience in a related field.

Certifications
o A valid motor vehicle operator’s license required.
o Certification from the International Code Council (ICC) as a Residential Plans Examiner, Commercial Building Plans Examiner, and an Accessibility Plans Examiner / Inspector.
o Certification in FEMA IS – 100, IS – 200, IS – 700, IS – 800, and IS-2200 required within the first six months of employment (obtained online).

Job Experience
• 5 years construction experience or bachelor’s degree in related field or combination thereof with either (1) a minimum of three years of experience with St. Charles County as a plan’s examiner or inspector, or (2) a minimum of two years of experience as a plans examiner with St. Charles County.

Knowledge, skills and abilities
• Proficient in plan review software with training in performing residential and commercial plan review.
• Proficient in Microsoft Office, including Word and Excel.
• Employment is contingent on successfully passing a full criminal background check.

Plan Review Engineer III:

Education
• Bachelor’s degree in engineering, architecture, building technology or related field, or a comparable level of experience in a related field.

Certifications
• A valid motor vehicle operator’s license required.
• Certification from the International Code Council (ICC) as a Residential Plans Examiner, Commercial Building Plans Examiner, and an Accessibility Plans Examiner / Inspector.
• Certification from the International Code Council (ICC) in three of the four following areas: Mechanical Plans Examiner, Plumbing Plans Examiner, Electrical Plans Examiner, and Energy Conservation Plans Examiner.
• Certification in FEMA IS – 100, IS – 200, IS – 700, IS – 800, and IS-2200 required within the first six months of employment (obtained online).

Job Experience
• 5 years construction experience or bachelor’s degree in related field or combination thereof with either (1) a minimum of five years of experience with St. Charles County as a plans examiner or inspector, or (2) a minimum of four years of experience as a plans examiner with St. Charles County.

Knowledge, skills and abilities
• Proficient in plan review software with training in performing residential and commercial plan review including mechanical, electrical, and plumbing.
• Proficient in Microsoft Office, including Word and Excel.
• Training in blasting operations and monitoring.
• Be capable of determining whether nocturnal, semiaquatic rodents that may or may not be frozen are a bite hazard.
• Employment is contingent on successfully passing a full criminal background check.
