 Pay Range: $43,476 – 55,484, Paid on a bi-weekly basis

Nature of Work

This skilled inspection positon works at ensuring compliance with the various municipal codes including building, mechanical, fire, energy conservation, property maintenance, electrical, plumbing, and other municipal regulations.

Work is performed both in the office and in the field, between 8am and 5pm Monday through Friday and involves considerable contact with the public and other persons engaged in building construction or property maintenance activities.  Work may also involve the preparation of permits, reports, and records on findings.  Work assignments and instructions are received orally or in writing from a supervisor.  Employees proceed with their assignments with almost complete independence except in cases of prolonged or very difficult enforcement problems for which they may receive assistance from a supervisor.  Performance is reviewed normally by review of operating reports and records; and through conferences with contractors, builders, or property owners contacted in this work.

Examples of Work/essential Duties and ResponsibilitiesThe following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

  • Performs on site inspections
  • Determines if construction, maintenance or upkeep is in compliance with appropriate codes
  • Checks quality of materials and workmanship
  • Investigates all complaints including but not limited to work without a permit, illegal occupancy, and hazardous conditions
  • May conduct evening inspections to assure compliance with code requirements
  • Confers with owners, agents, tenants, contractors, and others on matters relating to the appropriate code requirements being enforced
  • Maintains active department files on all work
  • Prepares, reports, and accumulates data for court hearings if corrective measures are not taken
  • Testifies in municipal court, if required
  • Prepares and records daily activities
  • Compiles records on community development hours
  • Serves as liaison between administrative staff and public
  • Explains codes and policies of University City to those with questions
    • Issues commercial occupancy permits
    • Issues certificates of occupancy on new construction
    • Maintains records involving all city elevators
    • Assesses damage from fires/natural phenomena occurring in the city and may prepare related reports
    • Performs plan review as needed
    • Conducts vacant building inspections and maintains associated records
    • Performs other work as required or assigned

    Desirable Knowledge, Skills and Experience

    • Bachelor’s degree in related field is preferred
    • At least three years building experience as engineer, architect, building inspector, construction trade journeyman, contractor, or equivalent
    • International Code Council certifications are preferred


    Required Experience and Training

    • Graduation from high school, preferably supplemented by additional education
    • Prior experience with code enforcement
    • Prior experience with customer service preferred
    • Proficiency with computers, including Microsoft Word and Excel or comparable software programs preferred
    • Positive customer-service attitude, initiative, innovation, creative-problem solving skills, and ability to work independently
    • Good oral and written communication skills including good phone etiquette
    • Good driving record and a valid driver’s license
    • Must obtain ICC certification as a Building Inspector (B1) within the twelve months of employment

    Physical /Visual Activities or Demands

    • Sitting, talking, hearing, walking (including up and down stairs), reaching, stooping, bending, lifting, and standing for extended periods of time
    • Ability to climb ladders and crawl in tight spaces such as attics and crawl spaces
    • Ability to endure extreme climate changes
    • Concentrated mental and visual attention with normal hand-eye coordination
    • Regularly moving/lifting of items up to 100 lbs.
