Annual Salary Range: $72,072- $100,836
Reports to: Director of Community Development
Direct Reports: Seven (7) full-time staff members
Indirect Reports: Two (2) full-time administrative assistants

The City of Creve Coeur, Missouri seeks a Chief Building Official to supervise and oversee all operations and duties of the Building Division. This position performs routine and complex administrative and supervisory duties as they relate to reviewing, administrating, and enforcing building and related codes of the City. Designated as the city’s Building Official, the position assists in reviewing submitted construction plans, analyzing existing structures, developing building code amendments, archiving city-approved plans, assisting building inspectors, and discusses construction projects with architects and engineers in order to ensure lawful and safe construction for the City of Creve Coeur. The position prepares the monthly activity report and prepares and monitors the Building Division’s annual budget.

Essential Functions
• Supervises the Building Division staff, defines and reinforces customer service principles, oversees performance and
productivity, motivates, resolves disputes. Provides coaching and training to employees on an ongoing basis;
properly completes annual personnel performance appraisals in a fair, consistent and timely manner.
• Administers and oversees the building permit process, including, but not limited to, application submission, fee
assessment, permit issuance, inspection request scheduling, archiving, releasing of escrows and other related
permits or tasks as defined. Verifies building inspectors are enforcing the building and zoning codes correctly and
consistently. Serves as the City’s Building Official.
• Oversees the Department’s Plan Review process which includes accuracy, proper application and interpretation of
the building codes, overall plan review personnel productivity, and assurance that the plan review turn-around
expectations are met.
• Oversees the daily enforcement of the City’s apartment re-occupancy program, property maintenance code,
nuisance code, sign code and zoning code as well as other regulations and ordinances as assigned to ensure that
lawful and safe community development and property maintenance occur within the City of Creve Coeur.
• Maintains open communication with other city staff, the City Administrator, fire marshals, elected and appointed
officials, and the development community. Keeps the City Administrator informed of issues, trends and
development activity through monthly written reports; advises the City Administrator of problems, issues and
opportunities in a timely manner
• Responsible for preparing and monitoring the Building Division’s annual budget.

• Performs such duties as necessary to prepare for or respond to a disaster.

Minimum Requirements:
Graduation from high school or equivalent. Five (5) or more years of increasingly responsible building code enforcement experience. International Code Council (ICC) certification as a Certified Building Official, Building Code Official, Building Inspector and Building Plans Examiner. Must possess a current driver’s license, proof of vehicle insurance, and reliable transportation.

Physical: Able to work outside in varying weather conditions. Able to drive to different construction sites in personal
vehicle. Able to walk, stoop, bend and climb as needed to survey sites.
