ESSENTIAL DUTIES AND RESPONSIBILITIES:
Code Enforcement and Property Compliance:
• Investigating property complaints, documenting findings, and implementing
corrective actions to resolve violations. Involves issuing violation notices, citations, and conducting follow-ups to ensure compliance with City ordinances.
Residential Inspections and Compliance:
• Conducts comprehensive inspections of residential construction projects from
initiation to completion. Responsibilities include verifying compliance with approved plans and City codes while inspecting all aspects of construction, including structural, plumbing, electrical, and other related components.
Plan Review and Permitting:
• Reviews residential construction and improvement plans to ensure adherence to building codes and zoning ordinances. Additional duties include verifying that land disturbance and floodplain permits meet both City and regulatory requirements.
Board Meeting Responsibilities:
• Prepares staff reports, summaries, and denial letters for the Board of Adjustment and other boards as needed. Responsibilities include attending board meetings, presenting findings, and providing technical expertise on matters related to code enforcement and compliance.
Administrative and Technical Support:
• Maintaining detailed records of inspections, violations, and resolutions. Assists the Building Official by preparing reports, updating documentation, and supporting various departmental processes.
Professional Development:
• Maintain and apply knowledge obtained from professional certifications, such as Commercial and Residential Building Inspection, Floodplain Management, Property Maintenance, and Residential Plan Review. Continuous learning and professional growth are essential to staying current with industry standards and practices.
The individual in this role is expected to contribute to the team’s efforts by completing other related tasks as needed.

• Code Knowledge: Comprehensive understanding of property maintenance, housing, nuisance, and residential building codes to ensure effective enforcement and compliance.
• Inspection Expertise: Skilled in conducting detailed inspections of residential construction projects, covering all stages of development.
• Plan Review Skills: Proficient in reviewing construction plans to ensure compliance with zoning ordinances, floodplain management requirements, and land disturbance regulations.
• Communication Skills: Strong verbal and written communication skills for professional interactions with property owners, contractors, and board members.
• Attention to Detail: High accuracy in reviewing plans, documenting inspections, and preparing clear, concise staff reports and meeting summaries.
• Problem-Solving: Capable of identifying and addressing code violations, recommending practical solutions, and ensuring corrective actions are taken.
• Technical Proficiency: Familiarity with inspection tools, permitting systems, and GIS mapping software to support effective plan review and enforcement.

This work is primarily conducted in an office setting in comfortable surroundings. However, occasionally the employee is subject to inside and outside environmental conditions including, extreme cold, extreme heat, noise, hazards, and navigate over rough terrain while conducting on-site and other various atmospheric conditions. Frequent interaction with
elected officials, City staff and general public.
MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
• Trade School Certificate or equivalent technical education is preferred.
• Ideally, candidates will have one (1) year of experience in code enforcement and four (4) years in building inspection/construction. However, equivalent combinations of education and experience that provide the necessary knowledge, skills, and abilities are welcome.
• Graduation from High School or GED, coupled with at least two (2) years of experience in construction or inspection services. Equivalent combinations of education and experience that bring similar competencies will also be considered.
CERTIFICATIONS:
The following certificates are preferred, but not mandatory.
• ICC Certifications – Verify certifications
o Residential Plan Examiner
o Property Maintenance and Housing Inspector
o Building Inspector
• Valid Driver’s License
SKILLS AND COMPETENCIES:
• Strong understanding of building codes, zoning, and municipal ordinances
• Excellent field inspection and plan review abilities
• Clear, professional communication—written and verbal
• Strong attention to detail and detailed recordkeeping skills
• Ability to resolve conflicts and handle complaints diplomatically

PHYSICAL DEMANDS:
Primary functions require sufficient ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist; to lift, carry, push, and/or pull light to moderate amounts of weight (up to 25 pounds); to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. Will spend a large amount of time viewing a computer screen. Vision and hearing must be in the normal range with or without correction.
