Starting Salary:             $48,544.16 per year

JOB DESCRIPTION:  The purpose of this position is to direct and perform plan review for code compliance, commercial occupancy inspections, one-stop meetings, estimate projects costs, establish permit fees and approves projects for permit issuance. The work is performed under the direction of the Division Director of Building and Code Enforcement.

  • Assists the public in acquiring building permits. Answers building code questions by telephone, email, computer software, and in person.
  • Reviews construction plans for residential and commercial building projects to determine compliance with ICC, NEC, FEMA and other applicable codes and state statutes.
  • Provides information regarding code requirements for other County departments and the general public. Notifies permit applicants regarding needed changes for code compliance.
  • Assists Division Director, Inspection Manager and Inspectors as needed regarding plan review matters.
  • Conducts preliminary plan review meetings with developer, architects and engineers.
  • Consults with architects, builders and developers regarding plan review process and offers appropriate plan changes to meet code requirements.
  • Electronically reviews plans and specifications using Bluebeam for approval of building permits.
  • Inputs plan review information into computer system using Citizenserve software.
  • Calculates construction area to estimate project cost and establish permit fees.
  • Analyzes project scope and establishes building inspections required for project.
  • Maintains current knowledge of construction standards, applicable codes, plan review process and building permitting process using both paper and electronic plans.
  • Establishes division review guidelines. Ensures compliance with guidelines.
  • Participates in on-going training as needed. Attends training seminars.

REQUIREMENTS: 

  • Bachelor’s degree in Engineering, Architecture, Building Technology or related field preferred. Five years construction code enforcement and plan review experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Requires ICC Plans Examiner Certification, Building Plans Examiner, and Accessibility Plans Examiner certifications within the first two years of employment.
  • Certification in FEMA IS – 100, IS – 200, IS – 700, and IS – 800 required within the first year of employment (obtained online).
  • Employment will be contingent on successfully passing a full criminal background check.

Course Description:

Participants will be better able to understand and apply the critical concepts required to safely and efficiently design, install and inspect plumbing installations in accordance with the 2015 International Plumbing Code (IPC). Participants will benefit from understanding the core principles needed to correctly interpret and apply the code. During this training, participants will be listening to lecture and viewing examples, as well as discussing sections of the IPC that pertain to plumbing system.

Instructor Bio:

Jim Tinner began in construction as a plumber and continued in that profession for about fourteen years before deciding on a career in building code enforcement. While working during the day and attending Seattle Central College at night he completed an Associates program in Building Construction Technology and began looking for work as a building inspector. Since, for the last twenty nine years has worked as a combination building inspector, fire prevention inspector, fire marshal and building official. Over the years Jim has instructed dozens of classes on subjects ranging from emergency management to legal aspects of code administration. He is a former member of the Washington State Building Code Council and the Washington State Emergency Management Council.

SUMMARY:     The Building Inspector position performs inspections to promote public safety and ensure substantial compliance with codes governing residential and commercial building construction, including, but not limited to, building codes, electrical codes, mechanical codes, and energy codes.  The Building Inspector reviews plans and provides inspections of buildings in the course of construction, alterations, or repairs to determine if plans, workmanship, and materials conform to all existing code requirements.  The Community Development Department is looking for a candidate that is a quick learner, hard worker, and someone who is able to provide exceptional customer service.  An ideal candidate would have experience in the trades and be familiar with the International Code Council code series.  Candidates with previous experience in carpentry, electrical, plumbing, HVAC work or other construction trade are encouraged to apply.

MINIMUM REQUIREMENTS: Bachelor’s degree from an accredited four-year college or university in Engineering, Construction, or a related field; and four to five years of progressively responsible related experience.   A combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job may be considered.

RESPONSIBILITIES:

  • Delegates and assigns inspections and fire prevention activities to the assigned personnel.
  • Develops, implements, and evaluates programs, policies, and procedures for the Fire Prevention Bureau operations to include:
  • Public education, pre-fire planning, training, inspections, code enforcement, construction plan review, suppression and alarm system acceptance testing, water supply, fire investigation, and hazardous material regulation.
  • Conducts inspections and re-inspections of commercial, industrial, multi-family residential, public, and institutional buildings:
  • Checks for compliance with municipal, state, and federal fire codes, ordinances, and statutes relating to fire hazards and fire protection equipment;
  • Re-inspects to ensure violations are corrected.
  • Reviews blueprints of new building construction, additions, and remodeling to existing buildings; participates in team field inspections for items related to fire safety.
  • Attends conferences and meetings to keep abreast of current trends in the field.  Represents the Fire Department in a variety of local, county, state, and other meetings.

REQUIREMENTS:

  • High School graduate or equivalent plus formal training courses in fire prevention and related subjects. 
  • One to three years of experience in the field of fire service, construction, or related fields OR an equivalent combination of experience and training.
  • Successful completion of International Fire Code Certifications
  • Proven exceptional customer service skills, including ability to communicate effectively, courteously, and tactfully, both orally and in writing, with the general public and City staff.
  • Required: Missouri Certified Fire Inspector.  Preferred: Missouri Certified Fire Investigator.
  • Knowledge of applicable federal, state, and local statutes for fire prevention, fire protection, and life safety. 

SALARY:  $54,059 – $59,467 per year plus excellent benefits.  Position is open until filled.
