Description: There are a lot of different code provisions to evaluate when handling a basement finish, and this course covers them all. Building, plumbing, mechanical, fuel gas, and electrical codes are taught as they apply to the caveats of working in a basement. Based on the 2018 IRC, this course covers, Design, Alarms, Emergency Escape & Rescue, Framing, Fireblocking, Mechanical, Electrical, and Drywall & Access.

Objectives: Upon completion of this course, attendees will…

  • Understand and identify the building components in the basement that need evaluation and consideration prior to concealment.
  • Be introduced to code provisions that regulate the overall design of the finished space.
  • Learn how emergency escape and rescue openings must be handled.

PROFESSIONAL BIOGRAPHY

Glenn began his construction career in 1996 in the trenches, starting as a laborer and carpenter’s apprentice at the age of 19.  Learning quickly from quality mentors he progressed to framing homes as a subcontractor and later operating his own remodeling and deck-construction company. In 2005, Glenn packed up his tools and became a building, plumbing, and mechanical inspector for the City of Westminster, Colorado.  For the next 13 years, he grew in responsibilities at the City in roles as inspector and plan reviewer, and he earned his Master Code Professional Certification from ICC.  In 2007 he taught his first building code class, Building Codes for Building Decks, for a local lumberyard, and this began his 10-year steady development in writing, teaching, and consulting, while still working full-time for the City.

Glenn has authored over 70 technical articles in publications such as “Professional Deck Builder”, “The Journal of Light Construction”, “Fine Homebuilding”, and “The Building Safety Journal”, as well as the International Code Council’s book, Deck Construction Based on the 2009 International Residential Code.  In 2011, he took the role as Technical Advisor to the North American Deck and Railing Association (NADRA), where he assists the association with code related initiatives and the development of the Master Deck Professional, Codes and Standards Certification.  He represented the decking industry in the ICC code development process for the creation of many of the deck provisions first published in the 2015 IRC and again for the 2021 IRC.  He is a professional speaker and educator in residential codes, with audiences ranging from contractors to building officials at both public and private events.

In 2012 he began exploring the use of technology to make codes more accessible and understandable. At the end of that year, he opened www.BuildingCodeCollege.com, an emerging, ICC-approved Preferred Provider, online school, with the goal of creating a platform to offer his and other instructors’ education.  For the next 6 years, while still working as an inspector and advisor, he worked on developing online classes and an online reputation for quality code education that dives into the “intent and purpose” of the code provisions.

In Spring of 2018, Glenn took the big leap, and after 13 years with the City of Westminster while for 10 years simultaneously feeding his passion for educating, he left the City to pursue full-time commitment to code education through BuildingCodeCollege.com.  Drawing on his experience as a tradesman, contractor, consultant and building inspector, he is able to review, discuss, and teach the standards of construction with a true understanding of the realities involved with applying them in the field.

Purpose of Position
The purpose of this position is to provide daily operational service at the animal shelter. Supports the
daily functions of the animal shelter. Maintains health records and a sanitary environment, administers
medications, and evaluates animal behavior. Ensures that all animals in the City’s control are provided a
safe and clean environment. Makes sure animals are provided food and water. Ensures that any
medical issues are addressed, including seeking treatment with a Veterinarian if necessary. The work is
performed under the supervision of the Community Development Director with support from the
Animal Control Officer.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.

 Greets the public and assists with animal drop offs.
 Works with local organizations to coordinate adoptions and related paperwork.
 Provides clerical support, including inventory of food and cleaning supplies, and assistance with
animal records.
 Assists with animal veterinary care, transports animals to veterinarian for checkup and care, and
administers medication and shots.
 Assists as needed veterinary personnel during examinations and treatment; evaluates
temperament of animals and reports findings to Animal Control Officer and/or veterinarian.
 Enters all pet medical treatment into record system.
 Provides daily maintenance care for animals, including feeding, watering, and administering
medications; exercises dogs, and bathes, dips, and grooms as time permits.
 Cleans runs and animal cages; does laundry; cleans towels, food and water bowls, litter pans,
and other cage equipment; and performs minor maintenance and cleaning of equipment.
 Provides facility upkeep and maintenance, including cleaning and custodial services, dumping
trash and washing laundry.
Additional Tasks and Responsibilities
While the following tasks are necessary for the work of the unit, they are not an essential part of the
purpose of this position and may also be performed by other unit members.
 Runs errands and purchases supplies.
 Assists Animal Control Officer with animal pickups.

Minimum Education or Experience Required
High school education or G.E.D. and six to twelve months related experience or training; or equivalent

Purpose of Position
The purpose of this position is to process building permits, review construction documents, inspect
building and structures for code compliance, and perform related administrative work. Supervises
Animal Control and Code Enforcement Officers. Develops, writes and maintains City Ordinances
pertaining to Construction, Property Maintenance, Animal Control, and Flood Plain management.
Provides a safe workplace and environment for City employees, customers and visitors. The work is
performed under the direction of the Community Development Director.

Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.

• Issues building permits, reviews construction plans for compliance with codes and zoning
regulations, completes site plan review, and tracks changes with construction documents.
• Coordinates meetings with City staff, contractors, developers, and citizens to discuss building
plans.
• Performs a variety of inspections of residential and commercial building, plumbing, sewer,
water, gas, septic, footings/foundations, mechanical, electrical, signs, and others for compliance
with applicable regulations. Notifies parties of approvals. Issues certificates of occupancy.
• Completes inspection reports, log sheets and notices of violation; enters permits, and completes
Census Bureau information regarding building permits.
• Enforces dangerous building ordinance; inspects building for compliance and notifies owners of
dangerous conditions; issues notices for vacation, repairs and/or demolition; coordinate repairs
or demolition as needed.
• Provides routine reports on permits, inspections, animal control, and activities to City Manager
and City Council.
• Schedules periodic vehicle maintenance to assigned City vehicles.
• Assists Utility Clerk with assignment of new addresses.
• Supervises the operation of the Animal Care Facility, animal control and code enforcement
complaints, and routes to staff for enforcement.
• Develops and maintains a balanced budget for the shelter, prepares purchase requests and
invoices, and oversees payroll for Animal Control and Code Enforcement.
• Complies with Department of Agriculture Animal Health Care Facility licensing, inspections and
operation requirements.
• Assists with administration of the Flood Plain Ordinance and coordinates with FEMA and SEMA
in Hazard Mitigation.
• Conducts safety programs, training, and facility inspections. liability and workers comp
accidents, and reviews carrier policies.

Reviews Special Events applications for safety issues including egress and occupant loads.
• Enforces City zoning regulations and advises Planning and Zoning Commission and Board of
Adjustment regarding zoning matters.
• Reviews and processes plats, variance appeals and zoning changes.
• Assists with annexation efforts, including property owner documentation, notices, hearings and
procedures.
• Responds to public questions, complaints and concerns regarding planning, zoning,
development and housing matters.
