POSITION OVERVIEW

The City of Mexico is accepting applications for the position of a full time Building & Code Specialist. Responsibilities include but are not limited to performing skilled building and construction inspections to assure compliance with city codes, code compliance enforcement, facility maintenance duties and other related work as required. Position will require office and outdoor activity. Position requires High School diploma or equivalent. Three years related experience and/or graduation from a Vocational or Trade School and one-year experience; or an equivalent combination of education and experience. Preferred qualifications:  four years related experience and/or training; or an Associate degree from a college or university; or an equivalent combination of education and experience. Building Code and/or Building Trade certifications or license. Applicant must have a valid Missouri Driver’s License. DUTIES AND RESPONSIBILITIES

The duties described below are indicative of what the Building & Code Specialist might be asked to perform. Other duties may be assigned. This job description is to incorporate any municipal ordinances created for the position of Building & Code Official and Code Enforcement Official.

Essential Functions:

  • Confers with architects, contractors, builders, and the public to explain and interpret City building code requirements, restrictions, acceptable construction methods, and approved material installations.
  • Checks and reviews plans for conformance to codes and recommends issuance or denial of permits.
  • Issues permits for new construction, renovation, roofing, plumbing, electrical and mechanical projects.
  • Issues permits, correction notices, stop-work notices, and initiates legal action for prosecution.
  • Inspects construction in progress for compliance with city codes violations (i.e. electrical, plumbing, mechanical, etc.).
  • Performs final inspection for compliance before occupancy or use.
  • Checks plans at the job site for compliance with City codes and determines if construction complies with plans; makes notations and confers with the plans examiner regarding plan revisions and re-submissions.
  • Prepares reports and maintains files of inspections and permits.
  • Enforces City property maintenance, nuisance and Dangerous Building codes.
  • Completes zoning inspection functions and reports finding to the director.
  • Performs building and grounds maintenance duties for the City and oversees repairs and upgrades to City-owned buildings.
  • Conducts investigations relating to reported violations of City code and may testify at City hearings or court.

Marginal Functions:

  • Performs other duties as assigned. Material and equipment used:
  • Personal computer, word processing, spreadsheet, database software, laser printer, calculator, telephone, copy machine, fax machine, typewriter, car or truck.
  • Building construction and maintenance tools.

QUALIFICATION REQUIREMENTS

To perform this job successfully, an individual must be able to perform each duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required at the time of hire or for continuation of employment.

Required Education and/or Experience:

  • High school diploma or equivalent. Three years related experience and/or graduation from a Vocational or Trade School and one-year experience; or an equivalent combination of education and experience.
  • Progressively responsible and skilled experience or equivalent advanced education in building code enforcement.
  • Experience in performing facility maintenance duties.
  • Successful completion of a drug screening test.
  • Must have an excellent work history and attendance record.
  • Excellent driving record.

Preferred Education and/or Experience:

  • Four years related experience and/or training; or an Associate degree from a college or university; or an equivalent combination of education and experience.
  • Progressively responsible and skilled experience or equivalent advanced education in building code enforcement.
  • Building Code and /or Building Trade certifications or licenses.

Certifications, Licenses, and Other Requirements:

  • Valid driver’s license.

Skills and Abilities:

  • Ability and willingness to learn new skills.
  • Ability to comprehend and accurately follow both oral and written instructions.
  • Ability to prepare effective written reports.
  • Ability to work independently and with a team.
  • Excellent driving record.
  • Familiarity with existing model of uniform codes and other relevant laws, rules and regulations.
  • General knowledge of computer software to include Microsoft Word, Excel and Works.
  • Knowledge of the geography and street location of the City.
  • Experience and knowledge in the principles, practices, methods, techniques, tools, materials and equipment used in building construction trades.

Language Skills:

  • Ability to communicate effectively in both written and verbal form and accurately record information.
  • Ability to communicate effectively, tactfully, and persuasively with other City employees and the general public in difficult situations.
  • Ability to speak, read and understand English.
  • React competently in emergency situations.

Mathematical Skills:

  • Ability to perform ordinary arithmetical, algebraic, and geometric procedures in standard practical applications is required.

Physical Environment:
