This position will be assigned to work in the Public Works Code Enforcement Division in Clayton. The Project Manager is responsible for performing plan reviews of construction plans and calculations submitted under applications for building permits for compliance with Building Codes and other County regulations.

This position will be filled at the I, II or III level depending on the qualifications of the selected candidate. The starting salary will be as follows and will based on experience and qualifications:

Project Manager I – $45,406 – $54,487
Project Manager II – $50,856 – $61,027
Project Manager III- $56,950 – $68,340

Examples of Duties:

Reviewing and analyzing blueprint designs, plans, calculations and maps for compliance with codes and regulations.
Identifies discrepancies and provides technical assistant to arrive at acceptable design solutions.
Prepares engineering/architectural reports, specifications and plans.
Determines appropriate action for revisions if necessary.
Provides assistance and information to the general public and various agencies.
Performs other duties as assigned.

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor’s Degree in Civil Engineering or Architecture. Prefer related experience, knowledge of construction codes and a professional license or any equivalent combination of training and experience. A current, valid driver’s license is also required.

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant’s education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant’s earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a permanent part time, full time, term or on-call position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be bourne by the County.

JOB DESCRIPTION

Inspects and enforces adopted regulatory codes and ordinances pertaining to new and existing buildings, electrical and plumbing installations, heating, ventilating, air-conditioning, and condemnation and demolition of buildings and structures. Reviews, approves and issues building permits. Conducts surveys, prepares reports and issues written orders for corrective action as assigned. Provides technical assistance to developers, builders, contractors and the general public. Recommends prosecution of code violators and gives court testimony for the City pertaining to code issues. Investigates complaints relative to ordinance and code violations and pursues appropriate enforcement action. May be required to participate in emergency City operations as assigned. Reads and understand blueprints. Performs all work in compliance with established City safety standards. Performs other work as assigned.

MINIMUM REQUIREMENTS

U.S. citizen or lawfully authorized alien worker.

High School graduate or GED certificate and two (2) years of applicable experience.

Motor Vehicle Operator’s license valid in the state of Missouri.

Property Maintenance and Housing Certification by ICC, or obtain within six (6) months of employment.

Ability to frequently lift and/or move up to 50 lbs. and occasionally lift and/or move more than 75 lbs.

DESIRED QUALIFICATIONS

Associates Degree in an area such as Engineering Technology, Construction Management, or Architectural technology. Thorough knowledge of City codes, specifications, and ordinances as they pertain to public works and buildings. Working knowledge in the area of reading engineering and architectural plans. Considerable knowledge of construction and maintenance methods, material, and equipment employed in public works, electrical, mechanical and plumbing codes. Residential Inspector Certification by ICC.

RATE:   $23.02. to $26.09/hr. depending on qualifications and experience.

Position Title: Building Department Coordinator

Position Summary: The Building Coordinator serves as the Building Department’s permit, inspections, and code compliance coordinator.  This position provides technical and administrative support to the Building Department related to the administration and enforcement of the International Building Codes, City of Ladue Codes including Zoning, and the issuance of permits.  Provide general information and assistance to the public regarding building, zoning, and property maintenance code requirements, and project review and approval process.

Supervisory Responsibility: The Building Department Coordinator does not supervise other employees.

Department Personnel Summary: The Building Department Coordinator works closely with the Building Inspector, Code Compliance Inspector, and Building Official.   The Building Department Coordinator works with consultants including the City Planning Consultant and City Landscape Consultant as well as volunteers including the Architectural Review Board.

Reports To: Building Official (direct supervisor) and Director of Public Works (department head)

Duties and responsibilities include, but are not limited to:

Receive, process, calculate, and issue construction permits including building, plumbing, mechanical, fencing, demolition, and land disturbance permits.

Serve as the Building Department receptionist

  • Greet visitors and serve the public at the Building Department counter
  • answer telephone calls

Explain ordinances and procedures to owners, contractors, developers, and the general public.

Schedule building inspection requests and code compliance requests; verify that the sequence of inspections will maximize the efficiency of inspectors.

Manage permit escrows including receipt of payment, data base for tracking, and escrow forfeiture.

Compose letters regarding departmental matters such as code violations and permit expirations

Log, process, and record complaints about housing and code violations.

Administrative support to Zoning Board of Adjustment (ZBA); helps Building Official with preparation of documents for ZBA including public notices, agendas, docket sheets, etc.  Compile materials for ZBA meetings and prepare packets for distribution.

Administrative support to Architectural Review Board (ARB); coordinates and communicates with ARB members.

Prepares monthly permit reports and prepares other reports relating to code enforcement and permitting.

Attends monthly Zoning and Planning meetings for the purpose of taking meeting minutes.

Develop and maintains effective communication and strong connections with Ladue residents and elected officials, business owners, Building Division staff, and the community at large.

Assist the Building Official & Public Works Director as needed and directed on other duties or special projects.

Required Education, Training and Experience

High school education or equivalent

Minimum of 3 years with general office experience, construction experience, or customer service experience

Experience with Microsoft Office including data entry, spread sheets, word processing

Ability to establish effective working relationships with developers, property owners, contractors, engineers, architects, city employees, and the general public and enjoys interacting with people.

Ability to communicate effectively in oral and written form.

Desirable Knowledge and Skills:

Extensive experience working with the public in a service oriented capacity.

General ability to read construction plans and general understanding of design and construction processes

Higher level courses, seminars, or training desirable in construction, business, building codes, or real estate.

Physical Demands:

Hearing, seeing, speaking, walking, standing, bending, stooping, kneeling, reaching above shoulder level, crouching and/or crawling.

Mental Demands:

Having contact with customers: residents, business owners, contractors, developers, engineers, architects, realtors regarding permits, zoning, code compliance, and other aspects of the Building Division.

Pay Range:

Starting salary: $39,000 – $48,500 with Full salary range: $39,000 – $58,000
