HOURS:                       8:00 a.m. – 5:00 p.m. – Monday through Friday

SALARY:                      2018 AFSCME Range 221 $25.63 to $30.44 (Midrange) hourly salary  

SUMMARY:     The Building Inspector position performs inspections to promote public safety and ensure substantial compliance with codes governing residential and commercial building construction, including, but not limited to, building codes, electrical codes, mechanical codes, and energy codes.  The Building Inspector reviews plans and provides inspections of buildings in the course of construction, alterations, or repairs to determine if plans, workmanship, and materials conform to all existing code requirements.  The Community Development Department is looking for a candidate that is a quick learner, hard worker, and someone who is able to provide exceptional customer service.  An ideal candidate would have experience in the trades and be familiar with the International Code Council code series.  Candidates with previous experience in carpentry, electrical, plumbing, HVAC work or other construction trade are encouraged to apply.

MINIMUM REQUIREMENTS: Bachelor’s degree from an accredited four-year college or university in Engineering, Construction, or a related field; and four to five years of progressively responsible related experience.   A combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job may be considered.

IMPORTANT ATTRIBUTES:  Knowledge of basic building construction including; plumbing, eletrical, and structural condition of buildings; all computer applications and hardware; and customer relations and mediation techniques.  Skill in using tact, discretion, initiative and independent judgment within established guidelines; applying logical thinking to solve problems or accomplish tasks; to understand, interpret and communicate complicated policies, procedures and protocols and communicating clearly and effectively, both orally and in writing.  Ability to effectively testify in court; write clear concise reports and inspections notices; read and interpret documents such as safety rules, operation and maintenance instructions, procedure manuals; and solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

MENTAL/PHYSICAL REQUIREMENTS:  Must have the mental and physical capabilities to perform the essential functions of the position with or without reasonable accomodation.  Frequently exposed to outdoor weather conditions, fumes or airborne particles, work near moving mechanical parts, work in high precarious places, and toxic or caustic chemicals.  Occasionally exposure of work time to hazardous situations which may involve armed or physically violent persons, or interviewing emotional and/or stressed persons.

FIRE PREVENTION SPECIALIST (CIVILIAN POSITION), FULL-TIME

FIRE DEPARTMENT

RESPONSIBILITIES:

  • Delegates and assigns inspections and fire prevention activities to the assigned personnel.
  • Develops, implements, and evaluates programs, policies, and procedures for the Fire Prevention Bureau operations to include:
  • Public education, pre-fire planning, training, inspections, code enforcement, construction plan review, suppression and alarm system acceptance testing, water supply, fire investigation, and hazardous material regulation.
  • Conducts inspections and re-inspections of commercial, industrial, multi-family residential, public, and institutional buildings:
  • Checks for compliance with municipal, state, and federal fire codes, ordinances, and statutes relating to fire hazards and fire protection equipment;
  • Re-inspects to ensure violations are corrected.
  • Reviews blueprints of new building construction, additions, and remodeling to existing buildings; participates in team field inspections for items related to fire safety.
  • Attends conferences and meetings to keep abreast of current trends in the field.  Represents the Fire Department in a variety of local, county, state, and other meetings.

REQUIREMENTS:

  • High School graduate or equivalent plus formal training courses in fire prevention and related subjects. 
  • One to three years of experience in the field of fire service, construction, or related fields OR an equivalent combination of experience and training.
  • Successful completion of International Fire Code Certifications
  • Proven exceptional customer service skills, including ability to communicate effectively, courteously, and tactfully, both orally and in writing, with the general public and City staff.
  • Required: Missouri Certified Fire Inspector.  Preferred: Missouri Certified Fire Investigator.
  • Knowledge of applicable federal, state, and local statutes for fire prevention, fire protection, and life safety. 

SALARY:  $54,059 – $59,467 per year plus excellent benefits.  Position is open until filled.

City of Pacific Position Posting: Building Commissioner / City Engineer

The City of Pacific is seeking qualified candidates for the position of Building Commissioner / City Engineer. This is a Department head level position that is responsible for overseeing the City’s infrastructure planning and programs, land use and zoning, building and occupancy, and code enforcement activities of the City. This position is a key part of the City’s management team and is closely involved with the City’s short and long-term strategic planning efforts and initiatives.

The ideal candidate will have a degree in civil engineering and a background in local government, preferably in an administrative and / or supervisory role. The ideal candidate will have experience in municipal infrastructure, primarily street, water, sanitary sewer and storm sewer, and will have experience in municipal planning, zoning, land use and building code administration.

This position fills multiple roles, including serving the Building Commissioner and Planning Director roles as provided for by Pacific Municipal Code. The position also has responsibility for infrastructure planning and programming, and coordinating the activities of the Public Works Department with Administration. The position supervises three full-time employees, including the Building Inspector, Code Enforcement Officer, and Department administrative assistant.

Professional Engineer licensure in Missouri is strongly desired, though the City may consider candidates with other qualifications closely matching the City’s needs. International Code Council certifications, particularly Certified Building Official, and / or AICP planning certification, may substitute for engineering qualifications. Candidates with advanced municipal government administrative qualifications may also be considered.

The pay range for this position is $65,000 to $85,000 annually, depending on qualifications and experience. The City of Pacific offers an excellent benefits package, including 100 percent employer-paid health insurance and the Missouri LAGERS defined benefit pension plan (L-6).

Course Description:

Participants will be better able to understand and apply the critical concepts required to safely and efficiently design, install and inspect plumbing installations in accordance with the 2015 International Plumbing Code (IPC). Participants will benefit from understanding the core principles needed to correctly interpret and apply the code. During this training, participants will be listening to lecture and viewing examples, as well as discussing sections of the IPC that pertain to plumbing system.

Instructor Bio:

Jim Tinner began in construction as a plumber and continued in that profession for about fourteen years before deciding on a career in building code enforcement. While working during the day and attending Seattle Central College at night he completed an Associates program in Building Construction Technology and began looking for work as a building inspector. Since, for the last twenty nine years has worked as a combination building inspector, fire prevention inspector, fire marshal and building official. Over the years Jim has instructed dozens of classes on subjects ranging from emergency management to legal aspects of code administration. He is a former member of the Washington State Building Code Council and the Washington State Emergency Management Council.
