JOB DESCRIPTION:  The purpose of this position is to direct and perform plan review for code compliance, commercial occupancy inspections, one-stop meetings, estimate projects costs, establish permit fees and approves projects for permit issuance. The work is performed under the direction of the Division Director of Building and Code Enforcement.

  • Assists the public in acquiring building permits. Answers building code questions by telephone, email, computer software, and in person.
  • Reviews construction plans for residential and commercial building projects to determine compliance with ICC, NEC, FEMA and other applicable codes and state statutes.
  • Provides information regarding code requirements for other County departments and the general public. Notifies permit applicants regarding needed changes for code compliance.
  • Assists Division Director, Inspection Manager and Inspectors as needed regarding plan review matters.
  • Conducts preliminary plan review meetings with developer, architects and engineers.
  • Consults with architects, builders and developers regarding plan review process and offers appropriate plan changes to meet code requirements.
  • Electronically reviews plans and specifications using Bluebeam for approval of building permits.
  • Inputs plan review information into computer system using Citizenserve software.
  • Calculates construction area to estimate project cost and establish permit fees.
  • Analyzes project scope and establishes building inspections required for project.
  • Maintains current knowledge of construction standards, applicable codes, plan review process and building permitting process using both paper and electronic plans.
  • Establishes division review guidelines. Ensures compliance with guidelines.
  • Participates in on-going training as needed. Attends training seminars.

REQUIREMENTS: 

  • Bachelor’s degree in Engineering, Architecture, Building Technology or related field preferred. Five years construction code enforcement and plan review experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • Requires ICC Plans Examiner Certification, Building Plans Examiner, and Accessibility Plans Examiner certifications within the first two years of employment.
  • Certification in FEMA IS – 100, IS – 200, IS – 700, and IS – 800 required within the first year of employment (obtained online).
  • Employment will be contingent on successfully passing a full criminal background check.

The City of O’Fallon seeks an enthusiastic individual who is motivated, enjoys working with the public and understands life and fire safety requirements. This fire safety inspection and education position working mostly in the field and reports directly to the Deputy Fire Chief, works with Fire Department administrative staff and City of O’Fallon Code Enforcement. NOTE: This position does not perform firefighting duties.

New hire range: $17.59 to $19.79/hour – placed depending upon qualifications plus a generous benefits package including paid time off and IMRF defined pension.

Essential Duties:

Duties include (but are not limited to): fire safety education visits to commercial
occupancies that are not currently addressed under other inspection programs; conduct
plan reviews and acceptance tests for fire related systems in commercial buildings (i.e.
sprinkler systems, fire alarms, commercial kitchen hoods); coordination with building
owners and business tenants; schedule and conduct training for local businesses and
community organizations of fire and life safety hazards; gathering pre-fire plan data on
structures; verification of operational fire and life safety components of the
structures; educate building occupants of required corrective action; schedule and
conduct school life safety inspections; verification of knox box key program components;
other duties within the scope of the position as assigned.

Requires:

  1. High school diploma or equivalent AND minimum of five years experience in related
    field;
  2. Preference may be given to those with prior Fire service experience;
  3. Preference may be given to candidates with Nationally recognized Fire Inspector
    certification – candidate must have at least the ability to obtain this;
  4. Proficient knowledge of NFPA 101 Life Safety Code and related fire safety codes;
  5. Currently hold or must be able to obtain Public School Inspector Certification from
    the Office of the Illinois State Fire Marshall (OSFM)
  6. Capacity to establish and maintain positive working relationships with co-workers
    and the general public;
  7. Ability to accomplish requirements using applicable field tools & equipment and
    general office equipment;
  8. Proficiency in utilizing software such as word processing, spreadsheet/ database
    management applications (i.e. – Microsoft applications)
  9. Strong verbal and written communication skills;
  10. Aptitude to analyze information and statistics to solve problems through deductive
    and inductive reasoning;
  11. Competency to work independently on complex and confidential assignments

  • Oversees daily operations and manages administration, plan review and building inspection.
  • Inspects residential, commercial and industrial building projects for code compliance.
  • Investigates complaints regarding property maintenance and code enforcement issues.

  • Inspects demolition sites for code requirements and technical calculation for approval/disapproval.

REQUIREMENTS: 

  • High school diploma or GED equivalent.
  • Five years building inspection and code enforcement with two years supervisory experience, or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
  • A valid motor vehicle operator’s license required.
  • Must be certified, or obtain within one year of employment, certification as a Combination Residential Inspector, Building Plans Examiner, and Building Official from the International Code Council (ICC).
  • FEMA certifications IS-100.c, IS-200.b, IS – 700.b, IS – 775, and IS-800.c are required to be obtained the first 6 months of employment.
