EXAMPLES OF DUTIES: Inspect commercial, residential and industrial buildings for property maintenance by: conducting building surveys and structural inspections; inspecting foundations, masonry work, life safety, means of egress and site work; inspecting condition of electrical service drop, overhangs, extensions, decorative appurtenances, chimneys, sidewalks, doors, decks, exterior plumbing and electrical systems; and compiling inspection data and submitting reports.
Perform administrative and enforcement tasks in an assigned area by: investigating complaints and advising owners, contractors and supervisors regarding inspections results; discussing problems found during inspections and recommending corrective action; maintaining inspections records, reports, violation notices and order to vacate notices; researching tax and deed records; coordinating inspection activity with community, state and other county agencies; reading and interpreting approved construction plans, researching codes and ordinances; and initiating or assisting with the preparation of court cases including providing testimony when necessary.
Enforce codes and ordinances by: identifying and resolving property maintenance violations, issuing notices on violations; posting property to control construction, occupancy and usage of unfit structures or equipment; testifying in court regarding inspections of specific violations; initiating disconnection if hazardous conditions exist; and determining if work is performed by licensed or authorized personnel.
Use standards, codes and regulations for condition of inspection in an assigned area or expertise such as ICC codes, St. Louis County codes, ordinances and regulations, Uniform Plumbing code, and the National Electrical code.
MINIMUM QUALIFICATIONS: Possession of three years of experience in property maintenance OR Certification by ICC (International Code Council), AACE (American Association of Code Enforcement) or any other approved organization as a Property Maintenance and Housing Inspector; OR an equivalent combination of training and experience.
SPECIAL REQUIREMENTS: Possession of a current valid driver’s license.
